<br />. <br /> <br />. <br /> <br />. <br /> <br />~or Hei tman stated that the Master Plan says that in the case of G.O. bonds, <br />it is difficult for voters to see in terms of dollars what the airp:>rt can mean <br />to them; wasn't the intent of the public information and hearing meetings to <br />educate the voters? <br /> <br />Mr. Seibert stated that the lack of information and misinformation that has <br />continued to flow in the community creates a lot of airp:>rt op[X>si tion. <br /> <br />Mayor Heitman noted that the Master Plan discusses Tax Increment Financing as <br />financing method and again implies an advantage to not having public voice in <br />the matter. <br /> <br />Mr. Sieber stated that if the Commission and Ci ty Council make a decision that <br />they feel is good for the City, then with or without the need for G.O. bonds, <br />it is encumbent up:>n these enti ties to campaign to show the ~ople that they <br />will benefi t. <br /> <br />Mayor Heitman stated that the AirJ;X>rt Commission has done a good job in trying <br />to educate the public; that this is the first Commission he has seen, including <br />the Olarter Commission, do a professional job on a technical task. <br /> <br />Mr. Munkholm stated that he is impressed with the AirJ;X>rt Commission but it is <br />difficult for citizens to attend the meetings; suggested that the members of <br />the Commission spread the word through some of the local civic organizations. <br /> <br />General discussion ensued regarding using tax increment financing for airport <br />developnent. <br /> <br />Mayor Hei tman stated that the Master Plan says that minimum standards to <br />protect the legitimate FBO from cut throat competi tion should be adopted; if <br />there is so much competition, why should Ramsey get involved in the airport <br />business? <br /> <br />Mr. Seibert stated that the comment to which Mayor Hei tman referred is a <br />general statement and gave a for instance as being a flying club operating from <br />the air[X>rt and offering free flight instruction along wi th gas purchases and <br />airplane rental. <br /> <br />Mayor Heitman referred to May 16, 1985 Airp:>rt Conunission minutes contained in <br />Appendix C of Master Plan; Gretta Egge suggested that along with surveying <br />businesses and pilots, the citizens be surveyed and Olairman Ippel agreed with <br />Ms. Egge. Mayor Heitman inquired if the Commission does intend to survey the <br />ci tizens. <br /> <br />Mr. Sieber suggested, and the rest of the Commission agreed, that the proper <br />procedure would be for the Aiq:ort Commission to make a recommendation to Ci ty <br />Council; City Council forms an opinion of their avn and polls the residents; <br />Council makes a decision based on their opinion and that of the residents. <br /> <br />Mayor Heitman referred again to those May 16, 1985 minutes and Mr. Breu's <br />comments regarding the taxpayers subsidizing something to benefit a few people. <br /> <br />November 20, 1985 <br /> <br />Page 8 of 9 <br />
