The <br />improvements would involve assumption of ownership by Ramsey, and would cost <br />approximately $6 million. Two other sites were rejected in previOUS study <br />efforts. <br /> <br />The Council has been requested by Ramsey to submit comments as part of a <br />public hearing process involving the draft Airport Master Plan; these comments <br />are presently advisory in nature. The Council comments focus on five general <br />areas: <br /> <br />The need for quantitative noise analysis, especially considering the <br />encroachment of the airport on existing residential development; <br /> <br />The cost-effectiveness of making improvements at the existing airport site, <br />which has physical and environmental constraints, compared to other <br />sites; <br /> <br />The aviation demand forecasts used in the study, which are high compared <br />to the recently revised regional forecasts; <br /> <br />General Aviation Airport Search Area "A", with which the proposed <br />improvements would likely neither conflict with nor be able to replace; <br /> <br />The need to amend the Ramsey Comprehensive Plan if the improvements are to <br />be made. <br /> <br />
