.

.

.

Further Discussion: CoIrJllissioner Seibert referred to citizen concern regarding
this Comrission being presuJtPOsed; this <::brornission has to vote for what is rest
for the COIl1I'unity. Com'riss1.oner Seibert stated that this CoIrlrission begged non-
aviation ty~ ~rsons to serve on it in order to avoid being biased; some
pilots are on the Com'rission because of their aviation expertise. CoIrlrissioner
Seibert stated that because he was a fomer mo at Gateway, ~ople asslll'e that
he is all for the airport but he did approach it with an oen 1l'ind.
Com'rissioner Seibert stated that it is unfortunate that people don't attend the
Airport J.Tleetings because in not doing so they only obtain a SlIall se9l'ent of
infomation. Comrissioner Seibert referred to the written c:cmrents and their
references to airport expansion or developrent; it is not an expansion, it is
an ill'prOl7anent and it 1l'ust be detemined whether or not that ill'provanent will
help the c:cmrunity ecol101l'ically. Comrissioner Seibert stated that this
COJmlunity is at a point where it will be taxed heavily for it's all'enities or it
will have to draw in industrial tax base to support the COl'm'unity.
Com'rissioner Seibert stated that City Council wants a reamrendation frar this
<::brornission regarding whether or not upgrading the airport is an econal'ically
beneficial wcw to attract industrial tax base. Comrissioner Erickson disagreed
with the tem' stopped' in the 1l'Otion because it is too final; the existing
Gatewcw site is bounded on 3 sides ~ industrial and transp>ration and on one
side ~ residential; this is an ideal situation and the study effort should not
be abandoned at this tiJ.Tle. Omrissioner Donovan stated that the 1l'otion's
direction to stop efforts until the residents demonstrate interest is
encouraging the shouting 1l'atch. Comrissioner Sieber stated that his words to
stop efforts until there is significant interested derronstrated ~ the
residents was an attE!lT'pt to stop the issue frar being resurrected behind closed
doors or in sroke-filled roars - which happens in RaII'sey. Camissioner
Stauffer stated that he views the 1l'Otion as cutting the issue off rather than
extending the shouting 1l'atch.

ftt>tion failed for lack of a second.

f.t>tion ~ Chaiman lppel to recamend that City Council endorse the Airport
Master Plan, sul::ulit it to the reviewing agencies and future studies would
evol ve frar that endorsed Airport Master Plan.

Further Discussion: Mr. Otto stated that the City cannot develop an airport in
any WEr:i, sha~ or fom until the City is offered a grant and the offer is
accepted; anything up to that point, the city Can back out. ('amlissioner
Stauffer stated that a rec:xmrenda.tion should we well-thought out and supported
~ docUll'entation. Comrissioner Sieber stated that this Comrission has 18 Iran-
years involved in studying this airport issue; this CoInIlission should know ~
now whether or oot it is worth continuing with the Master Plan study.
Comrissioner Erickson agreed with Comrissioner Stauffer. Comrissioner Sieber
stated that the supporting docLil'entation can be found in this CoJrnlission's
1l'eeting 1l'inutes; no 1l'atter what this Comrission reocmrends, ho~ that Council
would call for a joint ll'eeting to ask questions and get aIlStlers.

Comrissioner Larsen seconded the ootion to recoIm"end Council endorse the
Aiqx>rt Master Plan.

Motion ~ Com'rissioner Sieber to a1l'end the rotion to include language that
explicitly states that this 1l'otion is not a reccmrendation to proceed or not
Septarber 3, 1985
