<br />. <br /> <br />. <br /> <br />. <br /> <br />the Federal Aviation Adninistration and Metro{X>litan Council for their review <br />prior to the public hearing on August 21, 1985. We are now waiting for <br />conments fran these agencies. This will be the final public hearing on the <br />master plan. After the hearing, there is a ten day period open for comments. <br />1hen the Air{X>rt CCmnission will make a recommendation to the Ci ty Council who <br />will make a final decision. If it's approved, Phase 12 would include zoning. <br />1he year 1989 would be the first year to p:>ssibly consider construction. Even <br />though we're at the tail end of the master plan, it's a long way from actually <br />beginning the proj ect. <br /> <br />Right flCM, the airp:>rt is a metro area air{X>rt privately owned but used by the <br />public. Approximately 235 acres of land would need to be acquired if the <br />air{X>rt expansion became a reality. '!he minimum runway would be 60' x 3,300'. <br />County Road i1l6 would have to be realigned for adequate clearances and some <br />trees and structures would need be be removed. <br /> <br />'!here was discussion regarding the hanger unit, AVTI facility and arrival/ <br />departure facility, etc. Mr. Otto showed the Commission the airport layout <br />plan, approach plan, prop:!rty map, etc. <br /> <br />Mr. Otto stated that the total cost of the program is approximately $4.9 <br />million. Of that amount, public use areas and facilities and road relocation <br />would be eligible for Federal funding at a 90% - 10% ratio. The first five <br />years will be the most expensive. '!hose public funds are received from user <br />taxes, excise taxes, etc. '!he State would contribute $110,000 and the City's <br />cost would be $535,000 roughly. At ten cents on the dollar, this would be a <br />very good econanic benefit to the City. <br /> <br />'!he first hurdle is getting the Gateway North Industrial Airport into the <br />NatiOnal Airp:>rt System Plan so we can be eligible for AlP funding. Without <br />those funds, it would be a too costly local effort or State/lOcal effort. <br /> <br />Mr. Dargis from KANO Radio asked if Highway flO would need to be moved/ <br />realigned if it is under the flight path. <br /> <br />Mr. otto stated that the criteria for highway clearance is 15' and 17' over an <br />interstate. We would have a 40' or more clearance. <br /> <br />Mr. Dargis asked about the hanes next to the air{X>rt. <br /> <br />Mr. Otto stated that there will be no safety problem or hazard. All homes that <br />are within the clear zone are prop:>sed to be acquired. Federal criteria for <br />hanes is 2,..0:00-' while the State is more restrictive at "i;:;OO6". (\_ ~ -sS- <br />I,obb I ;>) 600 \ <br />Mr. Dargis questioned wlw County Road U16 has to be realigned. <br /> <br />Mr. Otto explained that a 600' clearance at the end of the runway is minimum. <br />The way it exists now, the road would be on the rlU'lWay. <br /> <br />Mr. Dargis asked what stage the airp:>rt master plan is in. <br /> <br />Mr. otto reiterated that we are waiting for plan concept approval from the <br />three review agencies saying that the concept is correct, meets all criteria <br />and is an eligible facility for funding. '!he City will have to take initiative <br />on this. August 21st is the public hearing. '!hen we have to wait ten days for <br />any comments.
