<br />. <br /> <br />. <br /> <br />. <br /> <br />COMMISSION BUSINESS <br /> <br />Case U: Discuss Possibility Of Tax Increment Financing Being Used For <br />Airport Building Develqpnent: <br /> <br />Olaionan Ippel stated that the reason for this discussion is that Conmissioner <br />Greenberg brought to the Ccmnission I s attention that pro};:erty west of the <br />runway is ready to develop; that };:erhaps the City should take advantage of that <br />developnent l?i creating a tax increment district there and using that tax <br />increment derived for aiq:ort building developnent on the east side of the <br />runway. Olairman Ippel stated that Ms. Norris, Mr. Schnelle and Ms. Wael ti <br />stated that the idea warrants looking into. If the Conmission wants to pursue <br />tax increment financing for the airport developnent, a recamnendation should be <br />made to City Council to include the airport area in the 'lax Increment Plan. <br /> <br />Mr. Otto stated that the final draft for the Airport Master Plan is in it's <br />final stages and advised against making changes just prior to subnittal to <br />governing bodies. Clanging airport building developnent to the east side of <br />the runway re:;Iuires grading in the area of the cemetery or repositioning the <br />runway to the west. <br /> <br />Olaionan Ippel explained the theory of tax increment financing. <br /> <br />Mr. Otto stated that changing airport building developnent to the east would <br />put the airport at a loss for future area to develop; developing to the east <br />does not allow for the freedJm of movement there is with the present <br />configuration. O1anging an approved Master Airport Plan iIl\101ves an ALP <br />Revision, Environnental Impact Supplement and revised zoning plan; every change <br />must be subnitted to EM for approval. Mr. otto stated that Gateway's plan is <br />for a minimal facility and making it snaller does not make good econanic sense. <br /> <br />Motion l?i Canmissioner Larsen and seconded ~ Canmissioner Stauffer that based <br />on the technical superiority of the Airport Master Plan that has been prepared, <br />the Ccmni.ssion has determined to proceed with that Plan and not make any <br />revisions to it. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Omnissioners Larsen, Stauffer <br />and Erickson. Voting No: None. Abstain: Ccmni.ssioner Greenberg. Absent: <br />Camnissioners Donovan, Sierer, Siebert and Soderholm. <br /> <br />z.t>tion ~ Olairman Ippel and seconded ~ Canmissioner Erickson to recomnend <br />that the Econanic Developnent Canmission research the feasibility of including <br />the Industrial Park area and the residential area within the limits of AIP <br />eligibility being declared a Tax Increment Project Area; this recommendation is <br />based on developer expressed interest in developing that area in and aroW1d the <br />airport. <br /> <br />Motion carried.
