Voting No: <br />None. <br /> <br />COMMISSION BUSINESS <br /> <br />case #1: Presentation ay Engineers Of Draft Of Final Airport Master <br />Plan And Air.port Layout Plan: <br /> <br />Chaionan Ippel stated that this Airport Commission was formed almost two years <br />ago to study the feasibility of making Gateway North Industrial Airport into a <br />municipally owned and operated facility: the City engaged consultants fran <br />Hakanson/Anderson to prepare an Airport Master Plan. '!he Airport Commission <br />has conducted two public meetings, an open house at the airport facility and <br />made a tour of similar facilities in the Metro area. <br /> <br />O1airman Ippel stated that tonight the oonsulting engineers will be presenting <br />the final draft of the Airport Master Plan: on April 29, there will be another <br />public informational meeting regarding the Plan: a public hearing regarding <br />the Airport Master Plan is tentatively scheduled for some time in August. <br /> <br />Mr. Larry Koshak of Hakanson/Anderson began by thanking the Airport Commission <br />and Anoka and Elk River Clambers of Commerce for their assistance in preparing <br />the Airport Master Plan. <br /> <br />Mr. Koshak stated that in 1978 there was a low budget study started to <br />determine if the Gateway North Airport could meet eligibility for Federal and <br />State funding and at that time, it did not appear that it could: subsequent <br />studies concluded the same as that 1978 study. '!he studies were supported by <br />Mn/DoT and the results of the first two studies was to go to a site selection. <br />A number of sites were selected for an airport in Ramsey and that report came <br />to a conclusion on several sites. Another study was performed on the selected <br />site, the General Mills property. '!hose conclusions were presented to Council <br />and at that time, Council felt that a municipal airport on the General Mills <br />property was not the way to go and dropped the issue. In 1983, the airport <br />issue came up again and resulted in the forming of an Airport Commission and <br />the hiring of Hakanson/Anderson as consultant engineering firm. <br /> <br />Mr. Koshak introduced Mr. Merland Otto. <br /> <br />Mr. Merland Otto stated that the draft final Master Airport Plan is ready to <br />be sul:Initted to Metro Council: Mn;DoT Department of Aeronautics: and EM.. '!be <br />preliminary review process will be initiated by these agencies and takes a <br />minimum of 30 days. <br /> <br />Mr. Otto discussed the role of Gateway North in the existing and future Metro <br />airport system. '!he Metropolitan Airport Commission has 7 general aviation and <br />one air carrier facilities that they own and operate.
