to the approving agencies; the best signal would be initiating the zoning .
process. Gateway is a privately owned airport and statutes allow only a pub11c
body such as the County or City to initiate a zoning action. None of Zone B is
acquired; developnent is restricted somewhat.

. Mr. Fults stated that some property owners are affected both ~ the landfill
roratorium and airport zoning; should be a way of compensating these property
owners.

.

.

Mr. otto stated that in very few cases would owners of property in the B zones
be compensated. '!he longer these airport areas are unprotected and developnent
progresses, the more expensive it gets to acquire the parcels and this in turn
drives up the cost of airport developnent.

Councilmenber Cox referred to the subject of the landfill interfering with
airport developnent and iIXIuired if a finalized landfill would interfere with
the airport.

Mr. otto replied that if the landfill is completed at it I S present
limitations, it should not interfere with the airspace zone. ceasing of
landfill o~ration would solve the problem of bird attraction.

Councilmenber Cox ~uired how the airport would affect the snall cemetery in
the area.

Mr. otto replied that the trees and brush would have to be removed from the
cemetery .

Mr. otto stated that airspace and land zoning are sought simultaneously; both
are equally i.m};x>rtant and both must be in process or adopted prior to obtaining
State financial participation. No airport developnent can begin until land
titles are cleared; the camnunity puts up the initial dollars for land
acquisition and then applies for reimbursement; reimbursement could take 30
days to several years depending on grant timing.

Mr. Glen Hardin asked if Gateway, as proposed, would fit into the regiOnal and
National air system plan.

Mr. otto stated that the regional concept for an air system plan is a limited
number of airports serving a large area; criteria for the National system is
that the airport serve a conmunity rore than 30 minutes from another NatiOnal
system airport. Gateway is 23 minutes fran Anoka County Airport. Mr. otto
stated that he thinks Gateway could get regional and State support for
inclusion in the National system plan based on the fact that Gateway would
serve northwest Ramsey and Elk River, which is more than 30 minutes away from
Anoka County Airport.

Mr. Terry Hendriksen iIXIuired as to the process to be used in surfacing
runway, taxiway, etc.

Mr. otto stated that Stage I would included bituminous construction of runway
and taxiway connecting to building area. Stage II would pave apron at
arriVal/departure building, parking lot, access road and T-hangars. Stage II
May 15, 1985
