<br />t <br /> <br />, <br /> <br />CouncilmemberElvig introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-08-247 <br /> <br />A RESOLUTIO~ IDENTIFYING FINDINGS, APPROVING A COMPREHENSIVE <br />PLAN AMENDMENT TO CHANGE A LAND USE DESIGNATION CHANGE FROM <br />MEDIUM DENSITY RESIDENTIAL TO LOW DENSITY RESIDENTIAL, AND <br />AUTHORIZING CITY STAFF TO SUBMIT AN APPLICATION TO THE <br />METROPOLITAN COUNCIL FOR AN AMENDMENT TO THE COMPREHENSIVE <br />PLAN <br /> <br />WHEREAS, on June 5,2006, the City: of Ramsey (the "City") received a request for <br />an amendment to the Comprehensive Plan from E&G Development, LLC, (the <br />"Applicant") for the purpose of changing the land use designation from Medium Density <br />Residential to Low Density Residential in the Comprehensive Plan for the following legally <br />described property: <br /> <br />Outlot B, Amber Ridge, Anoka County, Minnesota <br /> <br />(the Subject Property) <br /> <br />AND. WHEREAS, the Comprehensive Plan approved in 2001 shows the designated <br />land use for the Subject Property is Medium Density Residential which allows up to 7 <br />dwelling units per acre; and <br /> <br />. WHEREAS, the Applicant is requesting that the designated land use for the Subject <br />Property be changed to Low Density Residential which allows up to 3 dwelling units per <br />acre; and <br /> <br />WHEREAS, the adjacent land uses to the north and east are low density residential <br />and the designated land use for the vacant property to the south is medium density <br />residential; the Subject Property is bounded on the west by T.R. #47; and <br /> <br />WHEREAS, the Ramsey Planning Commission met on July 10, 2006, conducted a <br />public hearing, and reviewed the request in accordance with Resolution #05-04-110 <br />(Interim Policy For Land Use Changes); and <br /> <br />WHEREAS, a Traffic Analysis was generated and the intersection of Sunwood <br />Drive N.W. and Argon Street N.W. is anticipated to function at an acceptable level of <br />service during peak traffic periods following the proposed development. Planning for a <br />future road connection to the south is not feasible or warranted because it would require <br />the filling of wetlands. A connection to the west onto T:H. #47 would not be allowed since it <br />would not comply with the access management spacing proscribed for TH 47.; and <br />
