CITY COUNCIL WORK SESSION
Topic Report: Highway 10 Performance Standards
By: Chris Anderson, Zoning & Recycling Coordinator
Sylvia Frolik, Asst. Community Development Director
City Council has recently received a letter from one business regarding the enforcement of the
performance standards. Concerns have also been communicated to St:4fregarding the inspections
performed over the past two months. Staff would like an opportunity to discuss this matter further
with Council.
Background: Historically, inspections and enforcement of the performance standards have
been conducted on a complaint basis, similar to residential code enforcement practices.
However, enforcement of these standards using a complaint -based program has proven to be
very difficult and business owners generally pay little heed to staffs requests for compliance.
As a result, Community Development staff initiated a program this summer to notify all
affected business owners of the regulations and that regular inspections would be performed.
The focus of the inspections has been on compliance with surfacing and signage regulations.
CCWS: 10/17/06
