Memo <br />To: Mayor and City Councilmembers <br />From: Community Development Director Patrick Trudgeon <br />Associate Planner Amy Geisler <br />CC: City Administrator Jim Norman <br />Date: 10/6/2006 <br />Re: Cluster subdivision ordinance rewrite <br />The City Council last discussed the cluster subdivision ordinance on June 6, 2006. At that <br />meeting, Staff was directed to proceed with an 'interim solution' rather than revising the <br />cluster ordinance itself, leaving the larger cluster discussion for the Comprehensive Planning <br />process which will be completed in 2007 -2008. Minutes from the meeting are attached to this <br />memo. <br />The moratorium on the Rural Developing District expires on February 15, 2007; a revised <br />ordinance must be approved and effective by that date or the existing cluster requirements <br />will take effect. Staff believes there are 2 main 'interim solutions' for amending the ordinance: <br />1. Back to 2.5 -acre lots: Amend R -1 District to revise performance standards for <br />re- subdivision plans <br />o Public hearing: December Planning Commission meeting <br />o Council action: December meetings <br />o Ordinance change effective: end of January 2007 <br />2. Change to 5 -acre lots (or 10 -acre, etc): Amend Comp Plan (text + map) then <br />amend R -1 District <br />o Public hearing for CPA: December PC <br />o Council action on CPA: December CC meetings <br />o Met Council review on CPA: 60 days (through end of February) <br />o Public hearing for R -1 amendment: March PC <br />o CC action: March meetings <br />o Ordinance change effective: end of April 2007 <br />The purpose of this memo is to make the Council aware of timing issues related to different <br />options for amending the ordinance. Staff will be bringing the issue to Council at an upcoming <br />Work Session for discussion. In the mean time, please don't hesitate to contact Staff with any <br />questions. <br />
