<br />CASE # ~ <br /> <br />CONSIDER ADOPTION OF A REVISED STREET LIGHTING POLICY <br />By: Steven Jankowski,-City Engineer <br /> <br />Background: <br /> <br />The Public Works Committee has considered ~street lighting issues twice in2006. At the January <br />meeting discussion focused on establishing a process for installing subdivision street lights in <br />neighborhoods without them. At the September meeting. staff reported that in 2006 a long <br />standing goal of completing the installation of priority street lighting on all intersections with <br />state, . county and arterial City streets was realized, and suggested that an annual budget of <br />$15,000 be allocated for the installation of priority lights in other locations deemed to benefit the <br />general public. Direction to staff providedtrom both these meetings by City Council was to <br />revise the street lighting policy. <br /> <br />Attached is a draft for a revised policy as well as a copy of the current policy which was adopted <br />in October of 1992. The new policy includes a process for neighborhoods without subdivision <br />. street lights to petition for their installation under the same special assessment process which the <br />City utilizes for other public improvements including street repairs and sewer and water <br />extensions. This was the consensus coming from the Committee at their January 19, 2006- <br />meeting. <br /> <br />A second modification to the existing policy was language that broadens the eligibility of <br />locations for the placement of priority street lights. The new languages provides the Council with <br />discretion in authorizing priority street lights in other needed locations, and acknowledges the <br />continued need for annual funding. The Committee should review the wording of this policy. <br />Finally the Committee had previously recommended that the policy be reviewed by the Park and <br />Recreation Commission for the purpose of comments on trail lighting needs. <br /> <br />Recommendation: <br /> <br />Staff recommends that upon review of the draft policy it be forwarded to the Parks and <br />Recreation Committee for comment and then to the City Council for .adoption. <br /> <br />Action: <br /> <br />Motion to forward the draft policy to the Parks and Recreation Committee for comment and then <br />to the City Council for adoption. <br /> <br />Reviewed By: <br />Director of Public Works/Principal Engineer <br />Fire Chief <br />Finance Officer <br />Civil Engineer II <br />Park Supervisor <br /> <br />PW: 10/17/06 <br /> <br />25 <br />
