Commissioner Olds indicated he was absent but his first name was misspelled and he asked that
(excused) be placed after his name. He also noted that on page three, fourth paragraph the
sentence should read ".. .Wetland Buffering Ordinances."

Commissioner Olds asked why Diamonds Bar was brought up on page three.

Parks Supervisor Riverblood explained the discussion to Commissioner Oids.

Motion carried. Voting Yes: Chairperson Johns, Commissioners 0 Ids, Shryock, Erickson, and
Lehman. Voting No: None. Absent: Commissioners Hansen and LaMere.

COMMISSION BUSINESS

Case #1:

Park Dedication for Ebony Woods

Civil Engineer II Linton stated DPM Investments has submitted a Preliminary Plat for Ebony
Woods. The site is located on Ebony Street south of Super Bowl. The property is currently
zoned B-2 Business. The developer has submitted applications for changing the zoning to
Medium Density Residential and to process the application as a PUD because the proposed lot
widths are below the minimum threshold for Medium Density Residential. The zoning change
will require a comprehensive plan amendment.

Chairperson Johns asked if Riverdale Park ever got their irrigation in.

Parks Supervisor Riverblood stated it did not but was sent to the administrator for review and
will be brought to the Commission.

Civil Engineer II Linton indicated there is a sidewalk on one side of Ebony already and will be
completed.

Motion by Commissioner Shryock, seconded by Commissioner Lehman to recommend park and
trail dedications in cash upon final plat approval.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Erickson, Lehman,
and Olds. Voting No: None. Absent: Commissioners Hansen and LaMere.

Case #2:

Mississippi River Regional Trail

Parks Supervisor Riverblood explained many of the existing and proposed trails within Ramsey's
Park and Trail plan have regional significance in addition to their importance to the community.
Ramsey's trail along Bunker Lake Boulevard is designated a Regional Trail by Metropolitan
Council's Park and Open Space Commission. This designation can provide funding for these
regional resources through an implementing agency such as Anoka County Parks. Rum River
Central Park in Ramsey was constructed using these monies.

Park and Recreation Commission/September 14,2006
Page 2 of 4
