<br />Finance Officer Lund replied the 2006 budget summary reflects the capital outlay line item as <br />approximately $150,000. <br /> <br />Acting Chairperson Pearson asked how many years the fund balance can be rolled over. <br /> <br />Finance Officer Lund replied the fund balance continues to grow each year. <br /> <br />Motion by Commissioner Gamec, seconded by Commissioner Cook, to adopt Resolution #HRA- <br />06-08-002 authorizing the approval of the proposed 2007 HRA levy in the amount of $312,443. <br /> <br />Motion carried. V oting Yes: Acting Chairperson Pearson, Commissioners Gamec, Cook, and <br />Elvig. Voting No: None. Absent: Chairperson Olson, Commissioners Jeffrey and Strommen. <br /> <br />Case #3: <br /> <br />Update on Housing Survey <br /> <br />Associate Planner Geisler explained staff has completed distribution of the housing survey to <br />City Council and Commission members and is now preparing to distribute a survey to a sample <br />of Ramsey residents. Staff is proposing to send the survey to a random sample of Ramsey <br />residents, with a separate sample taken from the urban and rural areas to ensure an even <br />distribution throughout the City. <br /> <br />Commissioner Cook inquired about the criteria that will be utilized to determine the sample <br />parcels, and if the split between the urban and rural parcels will be by percentages or numbers. <br /> <br />Associate Planner Geisler replied staff is attempting to keep the split very clean; it will be <br />calculated by percentages. <br /> <br />Acting Chairperson Pearson inquired about the expected response rate. <br /> <br />Associate Planner Geisler replied staff will follow up with people that don't actually return the <br />survey to achieve the best response possible. <br /> <br />Commissioner Elvig questioned if there is a certain percentage of returns that are considered <br />inadequate to make a reasonable judgment. <br /> <br />Associate Planner Geisler replied this type of percentage has not been put in place at this point. <br />One thing to consider is the purpose of the survey is to help rank priorities related to housing in <br />the City; it is not likely quite as critical to obtain a certain threshold, but a specific number <br />should be determined prior to moving forward. Staff will follow up with people and remind <br />them to submit the survey. <br /> <br />HRA Executive Director Frolik indicated self-addressed envelopes will be included with the <br />surveys when they are mailed out, and staff will be contacting the residents requesting them to <br />return the form. <br /> <br />Housing and Redevelopment Authority I August 22, 2006 <br />Page 3 of 4 <br />
