Anoka County Contract #2001-0212 GRANT AGREEMENT THIS AGREEMENT is made by and between the City of Ramsey, Minnesota (the "CITY"), 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303, a Minnesota municipal corporation, and the Anoka County Housing and Redevelopment Authority (the "ACHRA"), 2100 Third Ave., Anoka, Minnesota 55303, a political subdivisions of the State of Minnesota. RECITALS WHEREAS, the Ramsey Town Center (the AProject@) is a housing project for persons oflow and moderate income and their families in the City of Ramsey; and WHEREAS, CITY has requested and ACHRA has agreed to provide a grant, funded through the ACHRA, in the amount of Two Hundred Seventy Thousand Dollars ($270,000) (Program Funds) to assist in the purchase of the Property; and WHEREAS, CITY intends to use Program Funds to acquire property located in Ramsey, Minnesota, described in Exhibit A attached hereto (the "Property"), and WHEREAS, CITY has agreed to abide by the terms and conditions established for the ACHRA gnant described and referenced herein. WHEREAS, the Ramsey City Council has adopted a resolution requesting that the ACHRA dedicate $400,000 fr:om the ACHRA levy collected in the City; and WHEREAS, the Project is necessary to alleviate a shortage of decent, safe, and sanitary housing for persons of low income and their families; and WHEREAS, the ACHRA has established affordable housing as a priority for funding in its area of operation; and WHEREAS, the parties believe that the Project is in the best interests of the ACHRA and the CITY and the health, safety, morals, and welfare of their residents and in accord with the public purposes and provisions of applicable federal, state, and local laws under which the Project has been undertaken; and WHEREAS, on June 27, 2006, the ACHRA Board of Trustees approved entering into , this Agreement;
