<br />Anoka County Contract #2001-0212 <br /> <br />GRANT AGREEMENT <br /> <br />THIS AGREEMENT is made by and between the City of Ramsey, Minnesota (the <br />"CITY"), 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303, a Minnesota municipal <br />corporation, and the Anoka County Housing and Redevelopment Authority (the "ACHRA"), <br />2100 Third Ave., Anoka, Minnesota 55303, a political subdivisions of the State of Minnesota. <br />RECITALS <br /> <br />WHEREAS, the Ramsey Town Center (the AProject@) is a housing project for persons <br />oflow and moderate income and their families in the City of Ramsey; and <br />WHEREAS, CITY has requested and ACHRA has agreed to provide a grant, funded through <br />the ACHRA, in the amount of Two Hundred Seventy Thousand Dollars ($270,000) (Program <br />Funds) to assist in the purchase of the Property; and <br />WHEREAS, CITY intends to use Program Funds to acquire property located in Ramsey, <br />Minnesota, described in Exhibit A attached hereto (the "Property"), and <br />WHEREAS, CITY has agreed to abide by the terms and conditions established for the <br />ACHRA gnant described and referenced herein. <br />WHEREAS, the Ramsey City Council has adopted a resolution requesting that the ACHRA <br />dedicate $400,000 fr:om the ACHRA levy collected in the City; and <br />WHEREAS, the Project is necessary to alleviate a shortage of decent, safe, and sanitary <br />housing for persons of low income and their families; and <br />WHEREAS, the ACHRA has established affordable housing as a priority for funding in <br />its area of operation; and <br />WHEREAS, the parties believe that the Project is in the best interests of the ACHRA <br />and the CITY and the health, safety, morals, and welfare of their residents and in accord with the <br />public purposes and provisions of applicable federal, state, and local laws under which the <br />Project has been undertaken; and <br />WHEREAS, on June 27, 2006, the ACHRA Board of Trustees approved entering into <br />, this Agreement; <br />
