REVIEW AGREEMENT WITH RAILROAD FOR SIGNAL IMPROVEMENTS <br />AT ARMSTRONG BOULEVARD - IMPROVEMENT PROJECT #06 -20 <br />By: Leonard Linton, Civil Engineer II <br />Background: <br />The Ramsey Town Center project requires improvement of the adjoining county highways. The <br />city entered into a Joint Powers agreement with the county for these improvements, with the <br />City being responsible for coordinating the design and construction of the work. The work will <br />include widening Armstrong Boulevard to two lanes in each direction plus turn lanes to and <br />from westbound TH 10. The railroad crossing will need to upgraded as part of this work. The <br />short distance between the tracks and TH 10 will require installation of a system that oven-ides <br />the traffic signal when a train is approaching, allowing vehicles on southbound Armstrong <br />Boulevard a chance to clear the intersection before the crossing arms come down. <br />Burlington Northern Santa Fe railroad does all of the design and installation of work within <br />their right -of -way and require an agreement to accomplish this work. The work on Ramsey <br />boulevard required a similar agreement. The amount of the Ramsey boulevard work was <br />$523,017. The railroad requires that the estimate be posted with a letter of credit or a cash <br />deposit. The City of Ramsey does not typically issue letters of credit. The cash deposit will be <br />required to execute the agreement. The estimate for the Armstrong Boulevard improvements <br />has not been received at this time. <br />The lead time for a project of this size is approximately 8 — 10 months. This section of <br />Armstrong Boulevard will be reconstructed in 2007 with construction anticipated to start in mid <br />summer. <br />Staff Recommendation: <br />Staff recommends the Council review the attached document and forward questions and <br />comments to Engineering staff and the City Attorney. <br />Council Action: <br />Motion to authorize signing the Grade Crossing Signal Agreement with BNSF for Armstrong <br />Boulevard Signal work subject to making the suggested revisions. <br />Reviewed by: <br />Public Works Director/Principal City Engineer <br />CC: 10/24/06 <br />CASE # 6 <br />—219- <br />
