JOON :ooARD <br /> <br />Backgr01.md: <br /> <br />Mr. Noard is proposing to relocate his existing business, Anoka Sports <br />Center, to Lot 1, Block 1, Riverside West, from its existing location at <br />6304 Highway 10 N.W. t-1r. !bard is proposing to construct a 10,500 square <br />foot block retail building and a 4,000 square foot block storage building. <br />Mr. Noard is requesting that the City participate in this project by <br />financing approximately $70,000 of site inq;>rovements. <br /> <br />The proposed project is located within Developnent District No.1: the City <br />is in the process of establishing a tax increment financing district which <br />would include Mr. Noard I s proj;:erty. <br /> <br />For your information, attached are the follooing items: <br /> <br />a) Site location map <br />b) Proposed site plan <br />c) Letter of application and attachments <br />d) Resolution #87-213 establishing tax increment financing policy <br /> <br />Mr. Noard and his engineer, Mr. David Adkins, will be at the meeting to <br />review this request with the Corranission. <br /> <br />Cbservations: <br /> <br />As you knoo, the City's policy regarding tax increment financing includes <br />Economic Development Commission review of all tax increment financing <br />requests with resp:ct to the follooing: <br /> <br />a) Will the request lead to an increase in full-time permanent <br />employment opportunities in the City? <br /> <br />b) Will the request allow for the expansion or retention of an <br />existing local business? <br />
