Absent: Counci1rnember Cox. <br /> <br />Case :F8: Sewer And Water Inprovements Fo'- Front Street Inprovement <br />Proiect *87-25: <br /> <br />Mr. Raatikka requested Council authority to advertise for bids as the <br />process takes 3 weeks; bids can be held until the easements are acquired. <br /> <br />Motion by Councilnenber Sorteberg and seconded by Counci1mernber DeLuca to <br />adopt Resolution *88-77 approving plans and specifications and ordering <br />advertisement for bids for Improvement Prcject :1=87-25. (Please refer to <br />resolution file for Resolution *88-77) . <br /> <br />Further Discussion: Counci1member DeLuca expressed concern with <br />advertising for bids before easements are acquired; if project fails to <br />proceed because of easement problems, then the contractor loses the time <br />and money put into the bid; situations like this happening too frequently <br />\':ill cause bidders -to bi d high when it is a Ramsey job. Hayor - Reimann <br />stated that sanetimes .it is necessary to e>:pediteprocesses in oreer to <br />get .projects accornplishee within a construction seasen time frame. <br />CoUncilnenber DeLuca note6 that if the Council is committed enough to the <br />project, then condemnation would be in order if negotiations for easements <br />fF-';) .
