Birdie Rotramel explained what is needed and requested for the tark.

MJtion by Councilmember Cox and seconded by Councilnanber Pearson to authorize
Hakanson Anderson Associates, Inc. to do the design work and staking.

Further discussion: Councilrranber Sorteberg asked how much we are spending.
City Administrator Hartley stated that the engineering estimate is $3,500.
Councilrnernber Cox questionned to what degree we are going to get involved.
Mayor Reimann stated that there is more construction work to be done over and
above this; there's a hill that needs to be flattened out. Ms. Rotramel
stated that it is not a steep grade; the Park and Recreation Commission has
already reviewed this. Public Works Suferintendent Mevissen stated that the
major cost would be inp:>rting good topsoil.

Councilrranber Cox withdrew his motion and Councilmernber Pearson withdrew his
second to the motion.

Councilrnember Cox stated that while he appreciates the willingness to help out
and we should support the effort 100%, concerns are pretty valid about the
costs and we should look at getting it graded off and getting topsoil in there
so we have something to work with. We shouldn't have to put a lot of
engineering costs into it to accomplish that. .

Mayor Reimann stated that he'd rather see the $3,500 go into materials and work
rather than staking. For that size of a park we're limited to what we can
sr:;end and we'd like to know the whole program first.

MJtion by Councilmember Cox and seconded by Councilmember Sorteberg to sfend
$500 for laying it out so the project can move forward.

Further discussion: ZV'..s. Rotramel stated that Merland Otto was the engineer who
worked with the Park and Recreation Commission with this and asked if the
Council would like him to corne to their next meeting to make a presentation so
they can see the layout. Councilmember Cox stated that he made a motion
tonight to sr:;end $500 so they can move forward on the project. Mr. Koshak
stated that would be for a limited amount of staking.

MJtion carried. Voting yes: ZV'ayor Reimann, Councilmembers Cox, Sorteberg,
Pearson, and DeLuca. Voting no: None.

Council asked City Administrator Hartley to rontact ~ople from the Northfork
develotxnent to see about getting some dirt donated for topsoil.

Councilnanber Pearson offered to donate whatever he could to help out.

Case #3: Standards for the Issuance of Charitable Gambling Licenses:

City Administrator Hartley stated that Staff circulated the draft ordinance
among current and potential license holders and establishments where charitable
gambling typically if conducted and received a few comments. Mr. Hartley
recommended that Council appoint one of its members to assist Staff in
reviewing and revising this ordinance.

l'otion by Councilrrernber Sorteberg and seconded by Councilmember Cox to appoint
Mayor Reimann to assist Staff in reviewing and revising an ordinance
establishing standards for the issuance of charitable gambling licenses.

l'lOtion carried. Voting yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Pearson, and DeLuca. Voting no: None.

City Council/April 12, 1988
