<br />SUMMARY <br />STAFFIKi ~IOOS <br />CIT:{ ADMINISTRATOR AND PERSCNNEL <XM1I'ITEE <br />MAY 31, 1988 <br /> <br />City Council <br />t'l a y 3 1. 1 988 <br />Attachment A <br /> <br />The Personnel Corranittee has received the report "Recommendations for Adequate <br />Staffing for the City of Ramsey" and discussed its content. Additionally, the <br />Personnel Committee has reviewed the recommendations of the City Administrator <br />to fill the two vacancies in the Finance Department \-;ith a Finance Officer and <br />an Accountant. <br /> <br />The report "Recommendations for Adequate Staffing for the City of Ramsey" <br />provides the reasons and supportive argument for the fOllowing recommendations: <br /> <br />Within the next 60 days the City of Ramsey should replace the vacancy created <br />by the resignation of the Finance Department Secretary with an Accountant and <br />the vacancy created by the resignation of the Finance Officer wi th someone to <br />rr.a.'1age the Finance Department. (Typically in the past we have called this <br />position Finance Officer; however, title is far less important than function). <br /> <br />Within the next 120 days the City of Ramsey should create and fill three new <br />positions: Secretary in the Community Development Department, Data Entry <br />Clerk to serve the Police Department and Finance Department, and a Utility/Park <br />Coordinator to maintain the utility system and oversee park maintenance. <br /> <br />By September 1988, or after negotiating an acceptable entry rate of pay for <br />Police Officer, the City of Ramsey should add a PoliCe Officer and create the <br />position of Investigator as described in the staffing report. <br /> <br />Immediate action should be taken to acquire adequate we-. 3 processing equipnent, <br />utility pick-up, mower,ar,J sprayer. <br /> <br />Approving these recommendations would not exceed the 1988 Personal Service <br />Budget. Further, staffing in accordance with the above suggested timetable <br />would result in personal service costs \\7ell below the 1988 budget. <br /> <br />Tne Personnel Committee's recommendations differ from the recommendation~ of <br />the City ACiministrator in the following Vv"ays: <br /> <br />The Personnel Cornrr~ttee would rather advertise for the position of Accountant <br />and hire two individuals for that position. l>..fter six months if one of the <br />Accountants is capable of managing the Finance Department, a promotion would be <br />made to Finance Officer. If neither of the Accountants is capable of managing <br />the department, one would be released and the City would advertise for a <br />Finance Officer. <br /> <br />Tne Personnel Committee recommends that actio~ be postponed on creating the <br />position of Utility/Park Coordinator until the structure of the Public Works <br />Department can be fully evaluated by the Personnel Canmittee. <br /> <br />It'. ~< <br />{' t"\i <br />- "I,{#". <br />
