<br />Consensus was that the Park Commission should plan an award ceremony for <br />presentation of a plaque to Federal Cartridge. <br />. <br /> <br />Case 14: Discussion Re~ardin~ Park Maintenance And Enforc~ment Of <br />Tresnassin~ Re~ulations: <br /> <br />Chairman Lichter and Mr. Hartley noted that there have been complaints <br />generating from residents near smaller neighborhood parks, especially <br />Brookview Park, which indicate there is a need for stricter enforcement of <br />trespassing regulations. <br /> <br />Consensus was that residents should be urged to call the police when there <br />are problems occuring at neighborhood parks. Ms. Dodge noted that through <br />the Key Communicator program, she has been advising persons to call the <br />Police when their problems at the parks. <br /> <br />Mr. Otto is to research whether or not the river shore portion of Brookview <br />Park must be open to the public. <br /> <br />Mr. Terry Hendriksen - Stated that he has complained about people <br />trespassing on his property with recreational vehicles and he was told that <br />Ramsey does not have enough officers to be able to answer to those types of <br />calls. <br /> <br />Mr. Hartley stated that the Police Department is having staffing problems <br />but the response Mr. Hendriksen received was not proper. <br /> <br />Case #5: Other Business: <br /> <br />Commissioner He~land questioned whether the piece-meal development at <br />Central Park allows for good planning, i.e. two buildings, buildings <br />situated in such a way to create a need for more than one water well. <br />Development at Central Park should be in such a way that maintenance costs <br />will be as low as possible. <br /> <br />Mayor Reimann stated that the warming house will be limited to that use; <br />the park center should be a real asset as it can be used for meetings, teen <br />center, etc. <br /> <br />Mr. Hartley stated that installation of the two smaller wells was less <br />expensive than repairing and improving the existing well. <br /> <br />Mr. Otto noted that 4 alterantives for development of Central Park were <br />presented; you then try to make the favored alternative cost effective. <br /> <br />It was noted that the RY}~ parents were notified and police are enforcing <br />no parking along 16lst. <br /> <br />Mr. Mevissen noted that the second well at Central Park is not functioning <br />to it's full capacity.
