<br />.A ...... ..- <br /> <br />PROCEEDINGS OF CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, June 21, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember Al Sorteberg <br />Councilmember Steve DeLuca <br />Councilmember Al Pearson <br /> <br />Also Present: City Administrator David Hartley <br />Community Development Director Anne Norris <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the special City Council meeting to order at 5:00 p.m. <br />and led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Council consensus was to approve the agenda with the following addition: <br /> <br />Case '3: Adopt resolution authorizing a modification to the Tax <br />Increment Financing Plan for Tax Increment Financing <br />District No.2 and calling for a public hearing on a <br />modification of the Development Program for Development <br />District No.1 and to the Tax increment Financing District <br />No.2. <br /> <br />COUNCIL BUSINESS <br /> <br />Case'l: Discuss Amendment To Comurehensive Plan: <br /> <br />Mr. Hartley explained that Ramsey is requesting an amendment to it's <br />Comprehensive Plan to expand the MUSA line for the year 2000. In the <br />interim, the City is requesting an amendment to expand the Urban area to <br />accomodate certain properties requesting utilities. Amendments to the <br />Comprehensive Plan require Hetro Council approval. Metro Council is <br />concerned that r~msey is not sufficiently encouraging growth in it's Urban <br />area. Metro Council has a policy that the rural area should not develop at <br />densities greater than 1 in 10. Ramsey suggested commencing to enforce the <br />1 in 10 policy in 18 months or increasing to 100% Class A soil <br />City Council/June 21,1988 <br /> <br />Page 1 of 2 <br /> <br />8s- <br />
