Mayor Reimann noted that representatives of
Minnesota Pollution Control Agency are also present.

Mr. Hartley - The purpose of the public bearing is to provide information
and receive questions relating to a request for a conditional use permit to
use land in Ramsey's industrial area for an incinerator type use. The
applicant is Atlas Incinerators, Inc. and tbey are proposing to construct
and operate, in addition to manufacturing, a research and development
incinerator that would be operational. Atlas intends to use that
incinerator for contract burning. Contract burning is not a permitted use
in Ramsey's industrial area and therefore the City is considering Atlas'
request for a conditional use permit to do so. The Planning and Zoning
Commission has met at least twice to hear comments in favor of and opposed
to Atlas' proposal. The Planning and Zoning Commission recommended tbat
City Council approve a conditional use permit for Atlas.: Upon receiving
tbe recommendation of the Planning and Zoning Commission, City Council
asked to have their own public hearing, which is optional in this case, to
bear public comments regarding the conditional use permit application.
During this entire process, the City is recording all questions asked,
j City Council Public Hearing/July 14, 1988

'-I~
