-'"')
"

"
!

"}

had.

Terry Villeneuve - 6249 143rd,Avenue - We are neighbors to the Heinens and
have feelings about this similar to theirs. There are so many products
that were thought to be safe and all of a sudden it is announced that they
are not safe. There are things coming out of an incinerator that they have
no way of detecting that could be hazardous to your health. If Atlas is
approved, I am ready to sell.

Chris Villeneuve - 6249 143rd Avenue - How are you going
what you are emitting during your research is hazardous?
if it is the wrong material to burn, will it be after the
be chemists and engineers monitoring the facility all the

to deal with it if
How will you know
fact? Will there
time?

Terry Villeneuve - Are these chemists qualified with chemical hazardous
waste? Do they know everything there is to know about hazardous waste.
Will there be things emitted that cannot be detected? The unknown is what
we are afraid of.

Thomas Williams - 5180 157th Lane - Council was elected to represent tbe
people; the community is here and tbey are giving their opinion. We are
doctors, lawyers, engineers, teachers. We are educated people and we
understand tax tables; we don't want Atlas. Use of the land for an Atlas
facility would probably lower property values in the rest of the city and
the city would lose -tax base. Atlas' facility could fall under_the public
nuisance law; a considerable number of members of the city would swear to
that facility being a public nuisance every time it operates. Wenck
Associates has reported that the citizen questions are valid and tbey have
not been answered yet. PCA is doing a fine job and we understand that
there is pollution in the landfill. It's not what comes out of the stacks
today but ratber what came out 30 years ago that kills people 30 years from
now. Atlas wants to locate in Ramsey because it is convenient to the
airport and the wind blows from the north and west predominantly. In the
research and development facility, Atlas will contract with people
approaching them and saying 'try to burn this'. The City bas put .issues to
a vote of the people in the past; that was not side-stepping
responsibility. It was getting a concise idea of what the people want.

Mary Ann McFarlane - 14151 Krypton Street - I am concerned about what is
happening in the city. One of the things that concerns me is that the
majority of questions raised have not been answered; maybe this public
bearing is premature. I would like to hear a report from the consultants,
wbat MPCA says and what environmental agencies say before I can make a
decision on my own. I have read tbe second edition of questions and
answers sent out by Atlas. In the first question and answer they compare
their emissions to gas from a home range, smoking cigarettes, bus exhaust
and exposure to carcinogens while filling a gas tank. I am concerned about
these things Atlas has sited but laws are being past to protect against
those exposures. I bave not heard any answers to questions about
transporting hazardous waste in and out of the city and the socia-economic
impact. I would like to hear tbe comments and answers to unanswered
questions at a similar hearing. I do not support Atlas.

City Council Public Hearing/July 14, 1988

55
