<br />'-~') <br /> <br />by your incinerators? 2) Are you aware that even when using temperatures <br />as high as 2400 degrees and higher, hard-core spores will not be destroyed? <br />3) Are you aware that such temperatures, instead of destroying spores <br />which are at a dormant stage, will actually enhance and favor the spores' <br />activation stage when they are exposed to sub-lethal temperatures? 4) Are <br />you ~ware that right after the activation phase, it will follow the <br />germination stage where spores will germinate (hatch) on fertile ground <br />(people and environment)? 5) Are you aware that even using autoclaves, <br />which need constant monitoring and which are the ultimate in technology in <br />regard to sterilization, sterilization may not be complete since it is <br />normal for air-pockets to form amongst and beneath the particles, thus not <br />allowing for a thorough sterilization? 6) Are you aware that incomplete <br />sterilization is no sterilization at all? 7) Are you aware that this area <br />between the Mississippi and the Rum rivers, classified as a river valley, <br />is the highest possible rik area to be impregnated and poisoned with toxic <br />compounds and infectious microscopic particles liberated by the extremely <br />low stacks? As stated by Mr. Labat in the July 12, 1988 issue of the Elk <br />River Star News, "... the white plummet of steam from the contract burn <br />stack..." certainly does not compare, because of size, character or danger <br />impact constituted on the crowd or environment, to the Vatican's "white <br />plummet of smoke" when announcing in St. Peter's Square the new election of <br />a Pope. 8) Are you aware that this is an agricultural area which is, <br />therefore, even more susceptible to toxic retention fran pollution, making <br />the threat of danger for heavy pollution through environment and food-cycle <br />even worse than any metropolitan area? <br /> <br />Mr Hartley informed Lilliana Heinen that her time has expired. <br /> <br />) Sharon Dahlgren - 6328 143rd Avenue - I am a member of STERN and very <br />pleased with the questions raised tonight because STERN's purpose is to <br />demonstrate to all parties concerned that the proposed Atlas facility <br />should not be located in Ramsey or near any other residential area. We <br />feel an incinerator is hazardous to health and property. While many of us <br />feel that Atlas is on the right track with research and development and <br />recycling and incineration may appear to be one of the answers to a <br />nationwide pr ob lem, you do not test and burn near residential area s. <br />Through the questions asked at this hearing, it shows there are too many <br />unknowns and variables. Atlas said they will not process hazardous waste. <br />The definition of hazardous means risky or dangerous. The definition of <br />hazardous by regulatory agencies, MPCA and EPA, seems to be rather <br />ambiguous. I refer to a letter fran MPCA dated May 10,1988 that states <br />that because of infectious characteristics of both the hospital and <br />pathological and possibly animal waste, that the proposed facility is <br />classified as a hazardous waste processing facility. Was this used only to <br />get Atlas to provide MPCA with an environmental assessment worksheet? By <br />MPCA Standards, the actual handling and incineration of the material is not <br />considered hazardous. Is it a .fact that the household products listed as <br />hazardous in the Home Sweet Hazardous Home pamphlets are not considered <br />hazardous when they are handled by Atlas in greater quantities? Was the <br />land on which Atlas will be located purchased by Atlas or will it be <br />retained by the Anoka Industrial Park, developed with tax increment revenue <br />and leased back to Atlas? Is it true that one of the owners of the Anoka <br />Industrial Park is Don Greenberg? Who else is involved in the Anoka <br />City Council Public Hearing/July 14, 1988 <br /> <br />Page 12 of 15 <br /> <br />S1 <br />
