<br />,-, <br />Case ~4: Discussion Re~ardin~ Concerns Of The AVTI Aviation Pro~ram: <br /> <br />~~) Commissioner Chapman stated that Mr. Gerry Stuhr of the AVTI has asked him <br />to speak to the Airport Commission on his behalf to express some concerns <br />and hopes. Enrollment in aviation related programs has increased 190% from <br />1985 to 1988. Two additional programs are expected to be appr oved by the <br />State Board: Aircraft Traffic Dispatching and Aircraft, Avionics. The <br />expanding program and enrollment will require the construction of <br />additional classrooms at Gateway North Industr ial Airport. The school's <br />lease with the airport owners will also have to be renewed. <br /> <br />Commissioner Greenberg stated that if some means are not found to make the <br />airport a public facility, the airport will have to closei this will have <br />to be reflected in the lease. <br /> <br />Commissioner Barnes stated that Ken Patz, Director of Education with the <br />Minnesota Department of Transportation/Aeronautics Division, has indicated <br />that tbe Department of Education will move the aviation program elsewhere <br />if there is no commitment that improvements will be made at Gateway <br />Airport. There is reluctance to bring national attention toen unimproved <br />airport in promoting the aviation program. <br />. <br /> <br />Motion by Chairman Ippel and seconded by Commissioner Emery to acknowledge <br />the AVTI'simmediate need to expand it's aviation program; to recognize <br />the educational as well as financial benefits associated with the AVTI <br />Aviation Program and the Gateway North Industrial Airport; and to recommend <br />that City Council voice their support of the aviation program and their <br />commitment to improve Gateway North Industrial Airport. <br /> <br />;~ <br />} <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners Chapman, Emery, <br />Greenberg, Barnes and Erickson. Voting No: None. Absent: Commissioners <br />Donovan and Oltmanns. <br /> <br />Case #1: Review Of Airnort Status: <br /> <br />Chairman I~pel stated that a couple of months ago, this Commission <br />rec ommended that City Council execute the Environmenta 1 Inf orma t i on <br />Document, submit the pre-application for FAA funding and supply information <br />to Mn/DOT's Capital Improvements Program Document; these recommendations <br />are on the July 26 Council agenda. <br /> <br />Chairman Ippe1 stated that the City Attor~~y could find no concrete laws <br />relating to the finality imposed by the City Charter on the Airport Zoning <br />referendum. Council has sought the opinion of the Attorney General and <br />this should also be addressed at the 'July 26 Council meeting. <br /> <br />The Commission noted that there is an urgent need for a 'yes' or 'no' <br />commitment from the City with regards to improvements at Gateway North <br />Industrial Airport for the benefit of:.affec~ed property owners, airport <br />property owners, the airport fixed bas~ operator and the AVTI. <br /> <br />Case 412: <br /> <br />- <br />Undate On Metropolitan Council And Financinr: <br />Airport Commission/July 21,1988 <br /> <br />'~ <br />i <br /> <br />Page 2 of :3 <br />
