RIOlARD SYBRANl' <br />By: Anne Norris, Community Deve10pnent Director <br /> <br />Background: <br /> <br />Mr. Richard Sybrant is requesting preliminary plat approval of his proposed <br />subdivision, The North Forty. The subject property isa 40 acre p:lrcel located <br />immediately north of Central Park and east of Armstrong Boulevard N.W. in the <br />R-1R Rural Residential district. The subdivision consists of 15 single family <br />residential lots averaging at least 2.5 acres in size. <br /> <br />Access to the subdivision would be from Armstrong Boulevard N.W. Mr. Sybrant <br />is proposing to construct l63rd Lane N..W., Alp:lca Street N.W., and Chameleon <br />Street N.W. within the subdivision. Alpaca and Chameleon Streets will be <br />extended to the north and west boundaries of the plat to accommodate future <br />developnent. <br /> <br />Enclosed are the following items for your information: <br /> <br />a) Site location map <br />b) Proposed preliminary plat <br />c) Proposed grading and drainage plan <br />d} Letter dated February 22, 1988 from Mr. Richard Kujawa <br />e) Letter from Anoka County Engineer dated February 23, 1988 <br />f) City Engineer's report dated March 1, 1988 <br /> <br />Cbservations: <br /> <br /> <br />The Park and Recreation Commission reviewed Mr. Sybrant's proposed plat on <br />February 11, 1988 and recommended that land be acquired along the western <br />boundary of the property for a trail corridor. <br /> <br />The planning and Zoning Commission conducted a public hearing on Mr. Sybrant' s <br />plat on March 1, 1988. en l-1arch 3, 1988 the Commission recomrrended approval of <br />the preliminary plat contingent upon: 1) compliance with Items #2 and #3 of <br />the City Engineer's report dated March 1, 1988; 2) more accurate description of <br />land to be acquired for };ark purposes; and 3} compliance with guidelines set <br />forth by the Cotmty Engineer in his letter of February 23, 1988. <br /> <br />Recommendation: <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny Mr. Richard Sybrant' s request for preliminary plat approval <br />of The North Forty. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney <br />Engineer .JL <br />Conununity Developnent Director .JL <br />Planning and Zoning Commission l <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Anoka County Engineer <br />Park and Recreation Commission <br /> <br />-L <br />-L <br /> <br />48 <br />
