5 Minutes CASE #1: REQUEST FOR CONDITIONAL USE PERMIT TO OPERATE A PRIVATE DOG KENNEL; CASE OF LAWRENCE AND MICHELE ZANGLA By: Anne Norris, Community Development Director Background: Lawrence and Michele Zangla are requesting a conditional use permit to operate a private dog kennel at their property on 15500 Dolomite Street N. W. The Zanglas are requesting a conditional use permit in order to keep more than two dogs as specified by Section 110.0319 of the Ramsey City Code. The Zanglas have stated that they will keep no more than six of their own dogs on the premises and all the dogs are kept within their home. The Zanglas have also stated that there are no outside kennel structures and they do not plan to construct such structures. The dogs the Zanglas keep are dachshunds and are maintained for show and breeding purposes. Enclosed for your information are the following items: a) Application b) Site location map c) Lot survey showing fenced area d) Letter dated July 2, 1988 from Ms. Susan Hagen e) Letter dated July 3, 1988 from Mr. Robert Koch f) Letter dated July 7, 1988 from Mr. Arlan Hagen g) Proposed findings of fact h) Proposed conditional use permit Observations: The Zanglas have stated that they have kept a private kennel for the past two years and are not aware of any complaints regarding this ues. The Planning and Zoning Commission conducted a public hearing on this request on July 7,1988 and at that time recommended approval of the Zanglas' request. Rec ommenda t i on: Council Action: M.otion to: Adopt Findings of Fact 00___ relating to Lawrence and Michele Zangla's request for a conditional use permit. -and- Motion to: Approve/deny Lawrence and Michele Zangla's request for a conditional use permit.
