<br />5 Minutes <br /> <br />CASE #13: <br /> <br />ADOPT AMENDMENT TO SECTION 170.01 OF THE RAMSEY CITY CODE <br />ESTABLISHING A MORATORIUM ON THE SITING OF LANDFILLS <br />By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />At its meeting on April 12, 1988 the City Council introduced an ordinance <br />which would establish a moratorium on the siting of landfills in the City. <br />At its meeting on May 3, 1988 the City Council requested that the Planning and <br />Zoning Commission conduct a public hearing on this ordinance. <br /> <br />The City Council introduced this ordinance in anticipation of the State <br />Legislature amending those statutes regarding the landfill siting process. As <br />you know, this legislation was not passed in this year's session. However, <br />City Staff believes that a moratorium on siting landfills in Ramsey should be <br />established to allow for a study to determine appropriate criteria and <br />regulations to be adopted by the City for reviewing requests for landfills to <br />be sited in the City. Such regulations would not prevent the siting of Site P, <br />but may be helpful in regulating the landfill that could be placed there or <br />elsewhere in the City. <br /> <br />Enclosed is a copy of the proposed ordinance. <br /> <br />Observations: <br /> <br />The Planning and Zoning Commission conducted a public hearing on this request <br />on June 7, 1988.
