5 Minutes CASE #13: ADOPT AMENDMENT TO SECTION 170.01 OF THE RAMSEY CITY CODE ESTABLISHING A MORATORIUM ON THE SITING OF LANDFILLS By: Dave Hartley, City Administrator Background: At its meeting on April 12, 1988 the City Council introduced an ordinance which would establish a moratorium on the siting of landfills in the City. At its meeting on May 3, 1988 the City Council requested that the Planning and Zoning Commission conduct a public hearing on this ordinance. The City Council introduced this ordinance in anticipation of the State Legislature amending those statutes regarding the landfill siting process. As you know, this legislation was not passed in this year's session. However, City Staff believes that a moratorium on siting landfills in Ramsey should be established to allow for a study to determine appropriate criteria and regulations to be adopted by the City for reviewing requests for landfills to be sited in the City. Such regulations would not prevent the siting of Site P, but may be helpful in regulating the landfill that could be placed there or elsewhere in the City. Enclosed is a copy of the proposed ordinance. Observations: The Planning and Zoning Commission conducted a public hearing on this request on June 7, 1988. On July 7, 1988 the Commission rec ommended adoption of the ordinance.
