90.042 rRAFFIC RE~TIONS 1. No person shall operate or halt any vehicle on public c= semipublic property carelessly or heedlessly in dis=egard of t~e rights or safety of ot~ers. 2. No person shall park a vehicle, motor vehicle, or motor=ycle in any designated handicapped pa=king area on public 0:::- semipublic' property unless such person is physically handicapped and the\ vehicle displays an iden~i!ying certificate or insignia issued by the Minnesota Depart::lent of Public safety. a. ~or the purposes of this Section, "physically handicapped" shall include any person who has sustained an amputation or pe=wanent material disability. of eit~er or both a~s, or legs, or who has been ot~e~~ise permanently disabled in any manner rendering it difficult and burdensome for him to walk. b. No pe=son charged with violation of t~is section maybe convicted notwithstanding t~at no identifying certificate or insignia is displayed on the vehicle if that person is, in fact, physicallY handicapped. 90.043 P~'VATE PROPERTY No vehicles, mot~r vehicles, or motorcycles shall be driven across or upon any private property without the written or oral. pe~ission of t~e owner, oc=upant, or lessee t~ereof.
