<br />Member <br />its adoption: <br /> <br />introduced the following resolution and moved <br /> <br />CITY OF RAMSEY <br /> <br />RESOLUTION NO. <br /> <br />RESOLUTION APPROVING A MODIFIED DEVELOPMENT PROGRAM <br />FOR DEVELOPMENT DISTRICT NO. 1 AND MODIFIED <br />TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT <br />FINANCING DISTRICT NO.2 <br /> <br />BE IT RESOLVED By the City Council of the City of Ramsey, Minnesota as <br />follows: <br /> <br />Section 1. Recitals. <br /> <br />1.01. The City of Ramsey (City) approved the creation of Development <br />District No. 1 (District) and adopted a program (Program) for the District in <br />accordance with Minn. Stat. Sections 469.124 through 462.134 (Development <br />District Act) on August~ 1985, and modified the Program on June 30, 1986, <br />August 12, 1986 and June 9, 1987. <br /> <br />1. 02. The City also approved the creation of Tax Increment Financing <br />District No. ~ (TIF District) and adopted a plan (Plan) for the TIF District <br />pursuant to Minn. Stat., Sections 469.174 through 469.179 (TIF Act) on <br />August 27, 1985, and~ified the Plan on August 12, 1986 and June 9, 1987. <br /> <br />1.03. Changes in the nature of the public and private improvements to be <br />constructed have prompted the need for another modification of the Program and <br />Plan. <br /> <br />1.04. The City has authorized the preparation of a modified Program and <br />Plan which are contained in a document entitled "Modified Development Program, <br />Development District No. 1 and Modified Tax Increment Financing Plan, Tax <br />Increment Finef\cing District No. ., City of Ramsey, Minnesota" (collectively, <br />Plans), dated J~I~ 2~ ' 1988. <br /> <br />1. 05. The Program and Plan were, in accordance with the Development <br />District Act and TIF Act (collectively, Acts), referred to the Ramsey planning <br />commission, which on even date herewith, found that they conform to and are <br />not in conflict with the general plan for the development of the City as a <br />whole. <br /> <br />1. 06. Copies of the modified Program and Plan have been forwarded to <br />Anoka-Hennepin Independent School District No. II and to Anoka County along <br />with a notice of the public hearing as required by the Acts. <br /> <br />1.07. The City Council has fully reviewed the contents of the modified <br />Program and Plan and has this date conducted a public hearing thereon at which <br />the views of all interested persons were heard. <br /> <br />zz. <br />
