PROCEEDINGS OF CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a special meeting on Tuesday, Ni>vember
17.1987 at the Ramsey Municipal Center, 15153 Nowtben Blvd. N.W.. Ramsey,
Minnesota.

Members Present: Mayor Gary Reimann
Councilmember A1 Pearson
CouncilnJ.ember Arnie Cox
Councilmember Steve DeLuca
Councilmember A1 Sorteberg

Also Present: City Administrator David Hartley
Finance Officer Noel Graczyk

CALL TO ORDER

Mayor Reimann called the special City Council meeting to order at 7 :40 p.m.
and led in the Pledge of Allegiance to the Flag.

CITIZEN INPUT

Barb Graen - 7321 150tb Lane N.W. - Referred to recent Council oJ.cusslon OIl
the subject of contracting out. She and otbers (Ramsey Action Committee)
have done some research and their biggest concern is the possibility of
contracting out for police protection. The Commit tee is conce! ned that
there will be no timely rescue service in Ramsey if police protection is
contracted from another agency. The Ramsey Action Committee feels it would
be a disservice to the city to disband the police department because other
agencies could not give an equal level of protection to that ~eceived by
the cit;, having it's own police department.

Mayor Reimann stated that contracting out for police prote..ction would
provide an equal level of protection to what the city is receiving no..

Ms. Graen noted that there is a City Ordinance establishing a police
department and abolishing the department would have to be done by
ordinance; accc~eing to City Charter, if there is an ordinance to disband
the police department, it could be subject to a vote of the people through
a petition for referendum.

. Mayor Reimann stated tbat the Council has discussed the possibility of
contracting out certain city functions and the police chief was directed to
research the cost for contracting police protection from Anoka County.
Mayor Reimann denied that there are plans to e~imir.&te tbe Ramsey Police
Department; the City could even contract out to the existing police
department if it were possible for it to become a private enterprise.

City Council/November 17) 1987

Fage 2 of 9

- ii. ,""',,_
t-,lf "'... ~
~_.iI'\ .
..
