Voting No: None. <br /> <br />Case 12: 1988 Budiet: <br /> <br />Council proceeded to review the Economic Development functions of the City. <br /> <br />Council consensus was to continue with present levels of economic <br />development activities and funding and noted the addition of funds for Star <br />City program. <br /> <br />Mr. Hartley noted that the costs associated with the Star City PrograJll <br />would be for an economic development intern to assist in completing <br />required tasks. <br /> <br />Council requested input from the Economic Development Commission regarding <br />whether or not funding for marketing the city should be included in the <br />1988 budget. <br /> <br />Council proceeded to review the Public Safety function of the City. <br /> <br />Council consensus is that a civil defense system should be developed in <br />Ramsey under a multi-year program. <br /> <br />Mr. Hartley stated that the Fire Safety Committee will have recommendations <br />to Council in December, 1987 regarding providing for fire protection in the <br />future. <br /> <br />Mr. Hartley reported that work has begun on enforcement of minor crimes on <br />a part-time basis and inquired if it is Council's desire to continue the <br />effort. <br /> <br />Council consensus was that after a reasonable amount of time, the City <br />Administrator should review whether or not the enforcement of minor crimes <br />is being effectively accressed by a part-time community service officer ana <br />repo~t back to Council; if tbe system is not effective, another approach <br />will have to be tried. <br /> <br />Discussion ensued regarding the ~ddition of a police detective position. <br />Cbief Auspos stated that it is realistic to expect officers to do their own <br />investigations but impossible for them to get to do i::::vestigative fo:lo-...-up <br />work and bring resolution to cases vbile on duty. Chief Auspos stated that <br />tbe city is paying the County for criminal investigation services but the <br />limited manpower causes Cases to be prioritized according to severity; <br />~msey's m~jor crime is theft; in the County, it is homicide and that's <br />where the manpower is being expended; Ramsey residents are not getting <br />service on solving their theft ane burglary crimes.
