Community Development Director <br /> <br />Background: <br /> <br />Mr~ Carson is requesting preliminary plat epproval of Flint~ood Hills 5th <br />Addition~ the subdivision of Outlots M and N. Flintwood Hills 2nd Addition. <br />These outlets are located in the Flintwood Hills PUD. Mr. Carson is <br />proposing to subdivide these two outlots into three lots. <br /> <br />I,ot 3 is proposed to be developed with a 5.000 sCiuare foot office building <br />and Lots 1 and 2 are proposed to be developed w lth mul tipleres idential <br />structures (one 4 unit building and one 6 unit building) . Access to Lot 3 <br />is proposed from Dysprosium Street N~W. and a common access is proposed to <br />Lots 1 and 2 from Industry Avenue. <br /> <br />Lot 3 has sewer and water available; Lots 1 and 2 presently do not have <br />utilities available to them. Utilities will be required as part of the <br />City's approval of the plat. In addition, both proposed commercial and <br />m.ultiple residential structures are subject to the site plan review <br />process. <br /> <br />For your information, the following items are enclosed: <br /> <br />a) Site location map <br />b) Existing Outlets M and N, Flintwood Hills 2nd Addi~ion <br />c) Proposed prelirrinary plat of Flintwood Hills 5th Addition <br />d) Letter fro~ Lnoka County dated November 25, 1987 <br />e) City Engineer's letter dated Dece~ber 1, 1987 <br />f) Chronology of process and minutes regarding platting and pun <br />approval of Flintwood Hills 2nd Addition PUD <br /> <br />Observations: <br /> <br />As the proposed scbdivision is bounded by single family residential <br />developments, substantial buffer areas will be required between the <br />commercial and ~ultiple residenti~l uses and the existing single family <br />residential neighborhoods. <br /> <br />The Planning and Zoning Commission conducte~'a public hearing on Hr. _ <br />Carson's request on December 1,1987. At that time, the Commission <br />received comments from neighbors of the PUD regarding concerns that <br />commitments made by the Developer during platting and development of the <br />original PUD had not been met. At that time, the Commission tabled action <br />on Hr. Carson's request and requested that staff provide a chronology and <br />pertinent minutes regarding the platting of Flintwood Hills 2nd Addition <br />PUD. <br /> <br />Mr. Bob Kirchner, Community Development Director for the City of Ancka, <br />called with a recommendation from the Anoka Planning and Zoning Conmission <br />that access to Lot 3 should be as far north from Industry Avenue as <br />possible:. <br /> <br />liD <br />
