<br />Councilmember Specht introduced the following resolution and moved for its adoption:

<br />RESOLUTION #25-063  
<br />  
<br />RESOLUTION AUTHORIZING PARTIAL PAYMENT #21 TO MAGNEY  
<br />CONSTRUCTION, INC.  FOR IMPROVEMENT PROJECT #21-09; CENTRALIZED  
<br />WATER TREATMENT PLANT   
<br />  
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #19-248 adopted October 8,  
<br />2019, five (5) proposals were accepted and a professional services contract was awarded to SEH,  
<br />Inc. for analyzing the City’s municipal water supply system source water, developing a water  
<br />system model, and preparing a preliminary design report for a centralized water treatment plant to  
<br />ensure that the City’s municipal water supply system will continue to provide adequate quantities  
<br />of safe drinking water into the foreseeable future; and  
<br />  
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #21-143 adopted May 25, 2021,  
<br />the final Feasibility Study dated March 4, 2021, for the centralized water treatment plant was  
<br />approved; and  
<br />  
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #21-150 adopted May 25, 2021,  
<br />Requests for Proposals for professional engineering services to prepare final plans and  
<br />specifications, to administer the bid process, and to provide construction administration services  
<br />for construction of a municipal water treatment plant was approved and the advertising and direct  
<br />soliciting of said proposal was authorized; and  
<br />  
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #21-220 adopted July 27, 2021,  
<br />Staff was authorized to negotiate a contract with Advanced Engineering and Environmental  
<br />Services (AE2S) in an amount not to exceed $1,198,600 in response to their professional  
<br />engineering services proposal, subject to review and approval of the contract by the City Attorney;  
<br />and  
<br />  
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #23-032 adopted January 24,  
<br />2023, final plans and specifications as prepared by AE2S were approved and advertisements for  
<br />bids were authorized for Improvement Project #21-09; and  
<br />  
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-061 adopted March 28,  
<br />2023, the lowest responsible bid of Magney Construction, Inc. was accepted in the amount of  
<br />$31,528,500, for the Base Bid and Section 01 21 00 Allowances, the Mayor and City Administrator  
<br />were directed to enter into a construction contract with Magney Construction, Inc., and the Mayor  
<br />was directed to accept the amendment from AE2S in the amount of $225,100 for additional  
<br />construction phase services for said improvements for and on behalf of the City of Ramsey; and   
<br />  
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-059 adopted February 13,  
<br />2024, Change Order No. 1 was approved in the amount of $794,153.71 for Improvement Project  
<br />#21-09, Centralized Water Treatment Plant; and” per the attached pdf.  
<br />  
<br />WHEREAS, as of March 25th, 2025, $19,947,487.70 has been paid to date; and  
<br />  
<br />
