All eight other items <br />were approved unanimously. <br />Council Business <br />The first case was to Adopt Ordinance #25-04 Northstar <br />Truck & RVParking - Rezoning and Site Plan Review - <br />15861 Jarvis St. NW. The property is split with the western <br />portion in Elk River and the eastern portion in Ramsey. The <br />applicant's business is leasing out parking spaces for semi - <br />trucks, trailers, RVs, boats and some construction equipment. <br />Ramsey City Code does not have a category to accurately <br />describe this business use. The proposed solution is to rezone <br />the property to Planned Unit Development (PUD) to match <br />up with the applicable parts of Elk River's Zoning Code to <br />have a uniform set of rules. Council adopted the ordinance <br />with a vote of four to three. <br />The second case was to Introduce Ordinance #25-06 <br />Amending Chapter 26: Rental Residential Dwelling Units. The <br />ordinance amends Chapter 26 regarding Rental Inspection <br />requirements related to background checks, terminology <br />corrections, and some remaining references to the former <br />Crime -Free Housing Program that was terminated in late <br />2024. It also contains a provision authorizing the Council <br />to adopt a policy document concerning inspections. The <br />ordinance was introduced with a vote of five to two. <br />The final case was to Adopt resolution #25-069 to Update the <br />Policy for the Recruitment, Application and Interview Process of <br />Appointing City Board and Commission Members and Chair <br />Member Term Rotations. This case is to consider updating the <br />policy for the Recruitment Application and Interview Process <br />of Appointing City Board and Commission Members and <br />Chair Member Term Rotations to eliminate restrictions on <br />the number of consecutive Chair member terms.
