Councilmember Hardin introduced the following resolution and moved for its adoption <br /> <br />RESOLUTION #91-11-244 <br /> <br />RESOLUTION AUTHORIZING PARENTING LEAVE OF ABSENCE FOR KAY <br />MCALONEY, PERSONNEL COORDINATOR <br /> <br /> WHEREAS, consistent with City of Ramsey past practices, medical leaves of absence have <br />been granted by the employer (City of Ramsey); and <br /> <br /> WHEREAS, Kay McAloney, Personnel Coordinator, has requested a leave of absence for <br />parental leave consistent with Minnesota Statutes 181.940-181.943 which states in part "An employer <br />must grant an unpaid leave of absence to an employee who is a natural or adoptive parent in <br />conjunction with the birth or adoption of a child. The length of the leave shall be determined by the <br />employee, but may not exceed six weeks, unless agreed to by the employer;"; and <br /> <br /> WHEREAS, M.S. 181.940 defines 'employee' as "... a person who performs services for <br />hire for an employer ... for at least 12 consecutive months preceding the request, and for an average <br />of 20 or more hours per week ... ;"; and <br /> <br /> WHEREAS, Kay McAloney's term of employment with the City meets this definition of <br />employee; and <br /> <br /> WHEREAS, Kay McAloney has requested six weeks parenting leave (October 21, 1991 - <br />November 29, 1991) and an additional three weeks of part-time status (December 2, 1991 - <br />December 20, 1991); and <br /> <br /> WHEREAS, Kay McAloney has sufficient earned but unused sick leave, compensatory time <br />and vacation time to receive pay for the requested time off; and <br /> <br /> WHEREAS, all employees must carry and be responsible for the City's cost of, at <br />minimum, single health insurance coverage, and to be eligible for the City contribution for health and <br />life insurance employees must work or have paid leave, or a combination thereof, for at least 51% of <br />the month; and <br /> <br /> WHEREAS, Kay McAloney has presented a note from her physician confirming her <br />parental leave status and will present a note confirming her ability to return to work on or before <br />December 20, 1991; and <br /> <br /> WHEREAS, the City Administrator made a recommendation to the Personnel Committee at <br />their meeting of October 22, 1991 that Kay McAloney's request be granted; and <br /> <br /> WHEREAS, it is the recommendation of the Personnel Committee that Kay McAloney's <br />request for a six week parenting leave and three week extended leave at part-time status be granted. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />l) <br /> <br />That the City Council of the City of Ramsey hereby approves the parenting leave of absence <br />request of Kay McAloney effective October 21, 1991 for six weeks and an extended leave at <br />part-time status for three weeks beginning December 2, 1991. <br /> <br /> <br />
