<br />:J:..J.-eM 4; I <br /> <br />Memo.. <br /> <br />To: Planning Commission Members <br /> <br />From: Breanne Daines, Associate Planner <br /> <br />Date: 10/25/2006 <br /> <br />Re: Consider concept for redevelopment, rezoning, and land use change at the northwest comer <br />of Sunfish Lake Boulevard and Bunker Lake Boulevard (existing Healthquest site). <br /> <br />The purpose of this memo is to ask the Planning Commission to discuss the merits and drawbacks to <br />rezoning the Healthquest property and to provide direction to investors. The property located on the <br />northwest comer of Bunker Lake Boulevard and Sunfish Lake Boulevard is currently zoned E-1 <br />Employment. General Contractors of Minnesota would like the Planning Commission to cO[lsider the <br />possibility of rezoning the parcel to B-1: General Business. The current zoning, E-1 permits industrial <br />uses such as offices, warehousing, storage, and manufacturing. B-1: General Business permits such <br />uses as single and multi-tenant retail, restaurants, clinics, and convenience stores. A formal zoning <br />amendment request and subsequent land use change (comprehensive plan amendment) would be <br />required, and would accompany a site plan once a specific business or businesses are secured. <br /> <br />The area contains a mix of land uses and zoning designations. The enclosed map indicates that the <br />property immediately adjacent on the north and west of the Healthquest site are E-1 Employment. GMI <br />and Life Fitness are both industrial users. Across Sunfish Lake Boulevard, there are both B-1 :General <br />Business and R-3: High Density Residential uses. The southwest and southeast comers of Sunfish <br />Lake and Bunker Lake Boulevards are industrial users as well. With the exception of the northeast <br />comer of the intersection, the area is dominated by industrial users and E-1 zoning. Furthermore, <br />access is limited on this site to two County Roads. Currently, the Healthquest site has a single access <br />onto Sunfish Lake Boulevard. Any additional accesses'would be discouraged and are subject to the <br />County Highway Departmenfs discretion. <br /> <br />Despite the prominence of industrial uses and zoning in the area', this particular intersection <br />experiences high levels of traffic. The lot could be suitable for a retail/business use. General <br />Contractors of Minnesota would like to market this parcel for a retail use, particularly a pharmacy/drug <br />store. The site plan included with this memo outlines the general idea, although a specific tenant lias <br />not been chosen at this time and is subject to. change before the applicant makes a formal site plan <br />application. <br /> <br />General Contractors has asked the Planning Commission to discuss the possibility of a retail-type user <br />on this site.
