Mr. Hartley recommended offering the position of Building Official to <br />Mr. Glyn Huff. <br /> <br />The Personnel Committee agreed in total with Mr. Hardey's evaluation of the applicants. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember Cich to offer the position of <br />Building Official to Mr. Glyn Huff at a beginning rate of $23,400, increasing to the one- <br />year rate upon accomplishment of Class II certification. Further, to waive the probationau, <br />period entitling the employee to utilize any vacation and sick time earned withhn the first six <br />months of employment. <br /> <br />Motion carried. Voting Yes: Mayor Reimann and Councilmember Cich. Voting No: <br />None. <br /> <br />Case #2: <br /> <br />Public Works Maintenance Worker Position: <br /> <br />Mr. Hartley noted that 103 applications were for the Public Works Maintenance Worker <br />position were received; Public Works Superintendent Mevissen has interviewed the top five <br />candidates. Personnel Committee interviews with the 5 candidates will be scheduled. <br /> <br />Case #3: <br /> <br />~ity A~sessor Position; <br /> <br />Mr. Hartley stated that the City advertised twice for the City Assessor position and of the <br />applications received, only two were from certified assessors; applicants eligible for <br />certification will also be considered for the position. Mr. Hartley noted that State law spells <br />out that County Assessors are to be certified and accredited and that City Assessors are to <br />be certified; it doesn't spell out that City Assessors must also be accredited. Anoka County <br />is of the opinion that City Assessors should be certified and accredited. Mr. Hartley stated <br />that he will be researching this point. <br /> <br />.Case g4.: Addifirpnal Police Officer~; <br /> <br />Councilmember Cich noted that the 1989 City budget includes funds for additional police <br />officers; the current number of officers is insufficient which causes them to be required to <br />work overtime and the long hours affect the safety factor for the officers and the public. <br />Councilmember Cich suggested initiating the process to hire two additional officers. <br /> <br />Mayor Reimann replied, and Mr. Hartley confirmed, that the Personnel Committee has <br />approved the hiring of additional officers after a step program has been implemented for <br />entry level officers. The LELS union has been extremely uncooperative in that effort by <br />refusing to schedule an initial meeting to discuss the issue. <br /> <br />Councilmember Cich noted that his experience has shown that entry level systems result in <br />the city serving as a mining ground and stepping stone for officers. Councilmember Cich <br />also noted that cities similar in size to Ramsey are consistent in entry level pay rates for <br />officers. <br /> <br />Mayor Reimann replied that Ramsey's pay scale is competitive with surrounding <br />communities. The Personnel Committee recommendation for a step system basically says <br />that it will take an officer 4 rather than 3 years to reach top patrol pay. <br /> <br />Personnel Committee/January 25, 1989 <br /> Page 2 of 3 <br /> <br /> <br />
