o August 2, 2024 • Contractor Final Completion o Watermain testing complete o Verify final restoration; punch list created o August 30, 2024 Bid Opening Staff proposes to open bids on February 21, 2024, and to present the bid results to the City Council on February 271 2024, for award of a construction contract to the lowest responsible bidder. Final plans are not attached to this case to prevent potential bidders from downloading plans attached to the case to prepare and submit their bids, rather than purchasing the plans through QuestCDN, the electronic bidding software used by the City of Ramsey. This ensures all bidders are bidding off the same set of plans and all bidders are notified of any plan revisions (addenda) issued during the bidding process. Attached is the title sheet showing the scope of the improvements, as well as a plan sheet showing the typical sections, which includes information on the proposed pavement section. Plans are available upon request from the City Engineer. The proposed improvements are designated as City Improvement Project #24-02, Hall's Dover Acres Street Reconstructions. Notification: If Council approves plans and specifications and authorizes advertising for bids, bids will be advertised on Friday, January 12, and again on Friday, January 19, 2024 in the City's official newspaper, the Anoka Union Herald. Plans are also advertised on the QuestCDN website, which directly notifies contractors interested in bidding these types of projects. Additionally, letters will be mailed to property owners with updates on the project status. Engineering Staff maintains City improvement webpages with the most current project information. This can be found on the City website, Engineering Department page. Observations/Alternatives: Observations: To date, no property owners have requested connection to municipal water as part of this project. If requests occur prior to bid opening, an addendum to the plans will add the service connection. Any connection would also require an agreement between the property owner and City, to cover the costs of the service connection. If requests to connect to municipal water are received after a contract is awarded, Staff will request City Council approval to add such connections on a case by case basis. These streets received significant pothole patching in 2023 in an attempt to hold the streets together until they are reconstructed. If this project is not awarded in 2024, additional pothole patching will be required annually until the streets are reconstructed. Alternatives: Motion to adopt Resolution #24-014 ordering plans and specifications and authorizing advertisement for bids for Halls Dover Acres Street Reconstructions, Improvement Project #24-02. Funding Source: Funding for this improvement is proposed to come from Pavement Management Funds, Stormwater Utility Funds, and Water Utility Funds. Staff has completed project cost estimates based on final plans and anticipated 2024 construction costs. The total estimated project cost is $1,177,209, which includes 23-percent indirect costs for administrative, engineering, finance, and legal costs. Final project costs will be dependent upon actual bid pricing and quantities.
