o August 2, 2024 <br />• Contractor Final Completion <br />o Watermain testing complete <br />o Verify final restoration; punch list created <br />o August 30, 2024 <br />Bid Opening <br />Staff proposes to open bids on February 21, 2024, and to present the bid results to the City Council on February <br />271 2024, for award of a construction contract to the lowest responsible bidder. <br />Final plans are not attached to this case to prevent potential bidders from downloading plans attached to the case <br />to prepare and submit their bids, rather than purchasing the plans through QuestCDN, the electronic bidding <br />software used by the City of Ramsey. This ensures all bidders are bidding off the same set of plans and all bidders <br />are notified of any plan revisions (addenda) issued during the bidding process. Attached is the title sheet showing <br />the scope of the improvements, as well as a plan sheet showing the typical sections, which includes information <br />on the proposed pavement section. Plans are available upon request from the City Engineer. <br />The proposed improvements are designated as City Improvement Project #24-02, Hall's Dover Acres Street <br />Reconstructions. <br />Notification: <br />If Council approves plans and specifications and authorizes advertising for bids, bids will be advertised on <br />Friday, January 12, and again on Friday, January 19, 2024 in the City's official newspaper, the Anoka Union <br />Herald. Plans are also advertised on the QuestCDN website, which directly notifies contractors interested in <br />bidding these types of projects. <br />Additionally, letters will be mailed to property owners with updates on the project status. Engineering Staff <br />maintains City improvement webpages with the most current project information. This can be found on the City <br />website, Engineering Department page. <br />Observations/Alternatives: <br />Observations: <br />To date, no property owners have requested connection to municipal water as part of this project. If requests <br />occur prior to bid opening, an addendum to the plans will add the service connection. Any connection would also <br />require an agreement between the property owner and City, to cover the costs of the service connection. If <br />requests to connect to municipal water are received after a contract is awarded, Staff will request City Council <br />approval to add such connections on a case by case basis. <br />These streets received significant pothole patching in 2023 in an attempt to hold the streets together until they are <br />reconstructed. If this project is not awarded in 2024, additional pothole patching will be required annually until <br />the streets are reconstructed. <br />Alternatives: <br />Motion to adopt Resolution #24-014 ordering plans and specifications and authorizing advertisement for bids for <br />Halls Dover Acres Street Reconstructions, Improvement Project #24-02. <br />Funding Source: <br />Funding for this improvement is proposed to come from Pavement Management Funds, Stormwater Utility Funds, <br />and Water Utility Funds. <br />Staff has completed project cost estimates based on final plans and anticipated 2024 construction costs. The total <br />estimated project cost is $1,177,209, which includes 23-percent indirect costs for administrative, engineering, <br />finance, and legal costs. Final project costs will be dependent upon actual bid pricing and quantities. <br />
