Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #24-019 <br />A RESOLUTION APPROVING A DEVELOPMENT AGREEMENT AND SIDEWALK <br />EASEMENT AGREEMENT FOR STORYTELLER CAFE <br />WHEREAS, Stories Foundation, hereinafter referred to as the "Developer", has properly <br />applied for Site Plan and Final Plat approval for Storyteller Cafe, located on the property <br />legally described as OUTLOT B, COR STONE BROOK ACADEMY, Anoka County, <br />Minnesota ("Subject Property"). <br />WHEREAS, the Subject Property is zoned COR, which is a mixed -use zoning designation <br />and guided as such in the 2040 Comprehensive Plan; and <br />WHEREAS, on December 17, 2023, an updated Zoning Map will go into effect, which zones <br />the Subject Property COR-2; and <br />WHEREAS, the Developer purchased the Subject Property from the City of Ramsey in 2021; <br />and <br />WHEREAS, the Planning Commission and City Council previously reviewed and approved <br />the project in April, 2021; and <br />WHEREAS, previous approvals expired prior to initiating construction and therefore, the <br />Applicant submitted a new Land Use Application and plans on November 7, 2023; and <br />WHEREAS, the apartment component of this project requires either a Zoning Map <br />Amendment, a Zoning Text Amendment, or a Conditional Use Permit; and <br />WHEREAS, the Planning Commission reviewed the Site Plan and Minor Plat at their regular <br />meeting on November 30, 2023 and recommended approval of both; <br />WHEREAS, also on November 30, 20231 the Planning Commission recommended processing <br />a Zoning Map Amendment to rezone the Subject Property, as well as 7750 Sunwood Drive NW, <br />to COR-1 to address the apartment component of this project; and <br />WHEREAS, City Council reviewed and approved the Site Plan and Minor Plat on December <br />12, 2023; and <br />WHEREAS, also on December 12, 2023, the City Council introduced Ordinance #24-01 the <br />Subj ect Property and 7750 Sunwood Drive from COR-2 to COR-1. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />
