AUTHORITY <br />19 <br />20 This ordinance is adopted pursuant to and under the authority of the City Charter of the City of Ramsey. <br />21 <br />22 <br />23 SECTION 2. AMENDMENTS TO CHAPTER 26, ARTICLE XIV (RENTAL RESIDENTIAL <br />24 DWELLING UNITS). <br />25 <br />26 The following portions of Chapter 26, Article XIV are amended as follows: <br />27 <br />28 Sec. 26-614. Purpose. <br />29 It is the purpose of this chapter to protect the public health and safety of citizens of the city by adopting <br />30 a rental dwelling licensing, inspection and maintenance program that corrects substandard conditions, <br />31 maintains a standard for existing and newly constructed rental dwellings, and promotes neighborhood <br />32 stability in the city. The operation of rental properties is a business enterprise that includes certain <br />33 responsibilities for the licensee and tenant. Licensees are responsible to take such reasonable steps as are <br />34 necessary to ensure that the renters who occupy such rental units, as well as neighboring properties, may <br />35 pursue the quiet enjoyment of the normal activities of life in surroundings that are safe, secure, and sanitary, <br />36 free from noise, nuisances and annoyances, and free from unreasonable fears about safety of persons and <br />37 property. <br />38 <br />39 (Ord. Definitions. <br />44 The following words, terms and phrases, when used in this article, shall have the meanings ascribed <br />45 to them in this section, except where the context clearly indicates a different meaning: <br />46 Apartment means a community, complex or building having a common owner and containing at least <br />47 one rental dwelling unit. <br />48 City means the City of Ramsey. <br />
