Administrative Responsibility. The council, as a body, shall be responsible for <br />the administration of the city. The council shall appoint an administrative officer to assist in the <br />administration of city affairs. For purposes of reference in this charter, this administrative officer <br />shall be referred to as the city administrator. <br /> <br />Section 6.2. Administrative Organization. <br /> <br />6.2.1. The> council may by ordinance establish city departments, offices . and agencies and . <br />prescribe their functions. No power or duty conferred by this charter upon a particular <br />office or agency shall be transferred to any other. <br /> <br /> <br /> <br />6.2.2. The city council shall by resolution hire or remove heads of departments,.?Jld such <br />other future officers and personnel as may be required to operate the city efficiently. The <br />council shall detennine the qualifications thereof and prescribe the duties to be performed <br />by each, except as otherwise prescribed in this charter. <br /> <br />6.2.3. The heads of departments and other officers designated by the council shall report <br />in person to the council and to the public at least once each quarter at a regularly <br />scheduled council meeting. <br /> <br />Section 6.3. Duties of the City Administrator. The city administrator shall be the chief <br />administrative officer for the council. The council shall establish by resolution, the powers, <br />duties and reporting requirements ofthe city administrator. <br /> <br />Section 6.4. Purchases and Contracts. All purchases shall be made and all contracts let by the <br />council. Contracts shall be made in compliance with the uniform contracting law, and whenever <br />competitive bids are. required, the contract shall be let to the lowest responsible bidder. All <br />contracts, bonds and. instruments of any kind to which the city is a party shall be signed by the <br />mayor and the city administrator on behalf of the city and shall be executed in the name of the <br />city.
