2. 2. <br />CC Work Session <br />Meeting Date: <br />Primary Strategic Plan Initiative: <br />04/22/2025 <br />Information <br />Title: <br />Discuss the format for the City Administrator's Upcoming Performance Evaluation <br />Purpose/Background: <br />City Administrator Brian Hagen's Employment Agreement with the City provides for an annual performance <br />evaluation to be conducted. <br />At this time, staff would like to receive feedback from the City Council regarding the current evaluation, seeking <br />feedback on whether or not it meets the City's needs. The current process is an outsourced online process (sample <br />report is attached). The cost to run this evaluation is $460.00. It should be noted that staff recommends either <br />continuing with the current vendor or selecting a new vendor, but suggests the continued use of an online process <br />which does not involve HR staffs need to organize or summarize the data. <br />Staff is interested in feedback regarding the importance of anonymity and the ability to provide written <br />open-ended feedback, etc. The current evaluation provides text boxes for comments, but not an ample area for <br />more lengthy comments. In the past, there have been comments stating some of the questions are difficult to <br />assess based on how they were written. The City has used the current evaluation since 2016. <br />Summary of Current Evaluation <br />CheckPoint 360°TM is a 360-degree leadership assessment used to help managers identify and prioritize their own <br />development opportunities and leadership skills. It is also used to surface management issues that could lead to <br />low employee productivity, morale, satisfaction, and turnover. This assessment compiles a feedback system from <br />direct reports, peers (Councilmember) and the subject employee (Mr. Hagen). It measures: <br />• Communication <br />• Leadership <br />• Adaptability <br />• Relationships <br />• Task management <br />• Production <br />• Development of others <br />• Personal development <br />The data -driven reports generated from CheckPoint 360°TM explain how to improve training, management <br />techniques, and communication for greater success, all with information -rich graphs and charts as well as <br />narrative descriptions of the results. <br />There are other options more specifically tailored to public managers which are recommended by ICMA <br />(International City/County Management Association). ICMA is the leading organization of local government <br />professionals dedicated to creating and sustaining thriving communities throughout the world. In the event the <br />City Council would like to look at other options, staff will be prepared to provide additional information at the <br />meeting. Moreover, decisions regarding this matter are not overly time -sensitive. Mr. Hagen's performance <br />evaluation should be conducted in June, but a slight delay is acceptable. <br />
