2. The Subject Property is owned by the State of Minnesota; and <br />3. The Permittee is the contractor hired by the owner of the Subject Property; and <br />4. That on April 8, 2025, the City Council approved the Site Plan Review of the solar energy system. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey City Council hereby approves the Development Agreement for the associated site <br />improvements, contingent upon: <br />a. Approval by the City Attorney as to legal form. <br />b. Construction plans approved by the City Engineer. <br />c.
