1 iv. Religious institutions. <br />2 b. All electronic messaging centers shall meet the following display standards: <br />3 i. No sign may be brighter than is necessary for clear and adequate visibil- <br />4 ity, or that it interferes with the effectiveness of a traffic sign or signal, or <br />5 that it distracts a driver from motor vehicle operation. <br />6 ii. All electronic messaging centers shall be equipped with a mechanism that <br />7 automatically adjusts the brightness to ambient lighting conditions (e.g., <br />8 dusk). <br />9 iii. The display shall not change more than once every 7 seconds. <br />10 iv. The display shall not include animations, flashing text, full -motion video, <br />11 special effects, or other non -static images. Scrolling text is allowed, pro- <br />12 vided that scrolling may not occur at a rate faster than one word per sec- <br />13 ond, where words contain an average of five characters each. <br />14 v. The display must be one static image at a time, and the transition from <br />15 one display to another must be instantaneous without special effects. <br />16 vi. The electronic messaging center must be designed and equipped to <br />17 freeze on one display if a malfunction occurs. The electronic messaging <br />18 center must also be equipped with a means to immediately discontinue <br />19 the display if it malfunctions, and the sign owner must immediately stop <br />20 the dynamic display when notified by the city that it is not complying with <br />21 the standards of this section. <br />22 (13)Temporary signs. <br />23 a. A sign is considered temporary if it is not intended to remain on the property per- <br />24 manently and has not received a permanent sign permit and/or is not intended to <br />25 be constructed per the state building code. <br />26 b. Duration. Temporary signs shall be permitted for up to 45 consecutive days and <br />27 up to 90 total days per year per parcel, or per business on multitenant business <br />28 parcels. <br />29 i. Temporary Highway 10 construction provision (city-wide). The timeframes <br />30 described above shall be permitted up to 12 weeks and may be extended <br />31 in eight -week periods if there have been no sign violations in the past <br />32 year by the entity who erects the sign and if the sign is in good repair. <br />33 This temporary provision expires on December 31, 2025. <br />34 c. Location. Temporary signs must be located fully on private property on which the <br />35 business is located, with the permission of the property owner. The city will re- <br />36 move any signs in the public right-of-way, or erected without permission from the <br />37 property owner. Off -premise temporary signs are only allowed in conjunction with <br />38 a special event permit. <br />39 d. Number. All properties are limited to two temporary signs per parcel. In locations <br />40 where there are multiple businesses on one parcel (a multitenant facility), three <br />41 signs are permitted. <br />42 e. Size. Temporary signs shall be limited to 50 square feet in size. <br />43 f. Height. Freestanding temporary signs shall not exceed 7 feet in height, unless <br />44 specifically regulated elsewhere in this section. <br />45 g. Maintenance. All temporary signs must be securely anchored and maintained in <br />46 good repair, including replacement or removal when weather damage is evident. <br />47 The zoning administrator, or his designee, shall have the authority to identify and <br />Page 24 of 30 <br />
