1 ii. The light level shall not exceed 0.3-foot candles above ambient light as <br />2 measured from a pre-set distance depending on sign size. Measuring dis- <br />3 tance shall be determined using the following equation: the square root of <br />4 the message center sign area multiplied by 100. Example: 12 square foot <br />5 sign Al(12 x 100) = 34.6 feet measuring distance. <br />6 h. Off -premises digital billboard signs shall have a fully functional monitoring off <br />7 switch system that shuts the dynamic display off -premises sign off when the dis- <br />8 play deteriorates, in any fashion, five percent or greater until the dynamic display <br />9 sign has been repaired to its fully functional factory specifications. <br />10 i. Off -premises billboard signs must be part of the State of Minnesota's public <br />11 safety alert system. <br />12 j. Applicants for an off -premises digital billboard signs permit shall enter into an <br />13 agreement with the city to provide the city no less than 20 hours (provided in <br />14 9,000 eight -second spots) per month per dynamic display off -premises sign face <br />15 in the city for community and public service messages at such times as shall be <br />16 reasonably determined by the city. This agreement must be approved by the city <br />17 council before a permit for the construction or conversion of an off -premises <br />18 signs and digital billboard may be issued by the building official. <br />Page 29 of 30 <br />
