5. 4. <br />CC Regular Session <br />Meeting Date: <br />04/22/2025 <br />Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention <br />Title: <br />Authorization to Hire a Police Officer Filling a Current Vacancy in the Patrol Division <br />Purpose/Background: <br />The purpose of this case is to request the City Council to hire a Police Officer, backfilling a current Police Officer <br />vacancy. <br />Human Resources conducted an internal and external recruitment. Mr. Jesse Overlie met the necessary training <br />and experience threshold and was invited to take part in the City's interview process, the physical agility fitness <br />testing and the "shoot/don't shoot" video scenario activity. Staff selected Mr. Overlie as a finalist to be advanced <br />through the pre -employment background testing. At this time, staff is recommending Mr. Overlie for the position <br />of Police Officer with the City of Ramsey. <br />Mr. Overlie is an experienced sworn officer. The terms and conditions of his employment are bound by labor <br />agreement article number 23.5, as follows: The EMPLOYER shall have the right to hire a new EMPLOYEE as a <br />Lateral Entry. The EMPLOYER will generally attempt to hire new EMPLOYEES at Step 1 unless experience and <br />qualifications indicate a different placement on the schedule. The EMPLOYER may start an EMPLOYEE at any <br />level within the salary range the EMPLOYER determines appropriate, but no higher than the top wage step. New <br />officers will not be given lateral seniority for vacation rights. New officers will not be accelerated on the <br />longevity pay steps. <br />With the City Council's authorization, Mr. Overlie will start as the City's newest Police Officer on or near <br />Monday, May 12, 2025. Mr. Overlie, as with all new Police Officers, will serve a 1-year probationary period and <br />will be subject to the City's Personnel Policy and the LELS Patrol Labor Agreement. <br />Funding Source: <br />The funding required for this position is included in the 2025 budget. <br />Recommendation: <br />To hire Mr. Jesse Overlie as full-time Police Officer, effective on or near Monday, May 12, 2025, at $43.599 per <br />hour, which is step 3 of the 2025 wage scale. <br />Outcome/Action: <br />Motion to hire Mr. Jesse Overlie as full-time Police Officer, effective on or near Monday, May 12, 2025, at <br />$43.599 per hour, which is step 3 of the 2025 wage scale. <br />No file(s) attached. <br />Attachments <br />Form Review <br />
