<br />":,- ......... <br /> <br />/l~i <br /> <br />Page 4 <br />January 26, 1976 <br /> <br />. <br /> <br />Selection of Dos Catcher <br />Councilman Reimann asked for cost factors on licenses and fines' <br />and dOE catchins service for 1975. <br /> <br />Clerk-Treasurer vlalker read a cost analysis of Blaine Midway's <br />costs for Ham Lak~,~~ndover and East Bethel for December and <br />Mr. Walton's costs fo~ the month of December. <br /> <br />Councilman Reimann said one month is not much to base a decision <br />on. He added, that he had asked for a report on entire costs <br />for the year on licenses, fines for a true and correct picture. <br /> <br />Clerk-Treasurer Walker retorted that fines and licenses had nothing <br />to do with cost of doC catcher. <br /> <br />Councilman Gorham asked if Council feels the protection of the <br />dog catcher for the City of Ramsey has been adequate in the past. <br /> <br />Motion by Gorham, seconded by Reimann to hire Doue Walton as dog <br />catcher for the City of Ramsey for the period of one year. <br />4 Ayes <br />Oliphant Haye <br /> <br />. <br /> <br />ITei: Business <br />Clerk-Treasurer VJalker presented information on Anoka' s desire <br />to sell the landfill. <br />Mayor Cox commented that the City Vias to receive information <br />by January 30th as to exactly what is intended of us. There is <br />rumor at P.C.A., Federal and State offices that this landfill <br />is to be closed up, basing this on this Council's decision and <br />the Eayor said he is sure it v,Tas,not. by comments from the City. <br />He said that if the landfill is contaminating, he is concerned <br />that the City of Ramsey will not be blamed for anything up to <br />this point. Attorney Goodrich said anything that has occurred <br />up to nov:, the present ol-mers ';{Quld he liable for. <br /> <br /> <br />Mayor Cox asked that a meeting be scheduled with Waste Management <br />and Commissioner Fields for input on the landfill situation and <br />tfJC;D nfter revi < ',,'!:i.nr; all cri teria a (3ecision could be made. <br /> <br />Clerk-Treasurer Vlalker VIa;::; instructed to acquire booksi for <br />Councilperson's minutes. <br /> <br />I,Tayor Cox commented that a commi ttment should be made soon as <br />to '.:hich road v:ork v'Jill be done to e;et the project undenmy <br />before sprinc designating improvements and construction that <br />is Ion;:; overdue. <br /> <br />..'.ii"" <br />M" .. <br /> <br />Attorney Goodrich's Report <br />Attorney Gooc;rich reminded members that the Urban Planning joint <br />meeting v{i th Planning & Zoning and Council i.dll be held <br />on February 2, 1976. Citizens may still submit written comments <br />however the deadline for this will be soon. He said strives <br />have been made to get input from Planning Commission, Council <br />and public. The subdivision ordinance will then be rewritten <br />to implement plan as presented. Then a public hearing will be <br />required on the new ordinance. <br />I/Iayor Cox asked if it '\:,'ould be proper to have a public hearing <br />for citizen input prior tothe adoption of the ordinance. <br />Attorney Goodrich saiel there could be a public informational <br />hearing and then once the ordinance is finaled, a public hearing <br />could be held. <br /> <br /> <br />i'layor Cox set the" informational meeting for February 9, 1976, <br />at 7: 00 !). rn . <br /> <br />Attorney Goodrich stated there is nothing new on the Oliphant <br />verSU~3 (~uy la1".:::;ui t. Eerarding his bill .for representinG' I'-1ayor <br />Cox, ho checked withAtty.Gen.Speci~l Asstnallagher and the <br />re~:;ul t i;:; ~:;ince tili;-:; i~:; a city action, the city has an obligation <br />to defend the mayor and no personal liability will be suffe~ed. <br />
