Steffen <br /> <br />DATE' February 20, 197-5 <br /> <br />SUBJECT' RECOMMENDED POLICY ON SELECTED LEGISLATIVE MATTERS <br /> <br />Tax Matters. <br /> <br />There has been considerable discussion in the news media <br />regarding changes in the tax laws which will be considered <br />by the 1975 Legislature. -While the Ramsey City Council-and <br />its staff are not in a position to recommend a tax program, <br />we should point out concerns with current tax laws as they <br />apply to our community. <br /> <br />The current system involves the following inequities: <br /> <br />a) Local Government Aids are based on 1970 population figures <br />rather than current population. The aid computation for the <br />City of Ramsey in 1975 based on a 1970 population of 2,360 <br />is $48,349. ~f the 197'4 Municipal Commission figure of 6,517 <br />had been used, the Local Government Aid to Ramsey would have <br />been approximately $133,000. The inequity of this distribution <br />which is supposed to be based on a "per capita" formula is <br />evident from the following table: <br /> <br />Community <br /> <br />Estimated <br />Population (1974) <br /> <br />Per Capita Local <br />Government Aid <br /> <br />Anoka 14,773 $ 22.76 <br />Coon Rapids 34,038 16.52 <br />RAMSEY 6,517 7.42 <br />Andover 7,714 9.78 <br />Burns 1,595 13.17 <br /> <br />RECOMMENDATION' <br /> <br />That the City Council urge introduction and passage of <br />legislation which would establish current population as the <br />basis for distribution of Local Government Aids. <br /> <br /> <br />
