Memorandum <br />City Council <br />City of Ramsey <br />February 20, 1975 <br />Page Three <br /> <br />.RECO~.iENDATI'ON: <br /> <br />That the City Council support legislative and congressional <br />appropriations for local government aid and revenue sharing <br />at an increased level to reflect an appropriate sharing <br />increased costs resulting from inflation. <br /> <br />Metropolitan Council Matters. <br /> <br />The Metropolitan Council has prepared and is considering <br />adoption of a Development Framework Chapter Of the Metropolitan <br />Guide which arbitrarily-divides the area into urban, and rural <br />service districts and which contains a broad range of <br />policies and assumptions which are of major concern to the <br />City of Ramsey. We expect that-our legislators will be asked <br />to enact legislation which will provide for implementation <br />of the Development Framework. Specific legislation is not <br />yet available for comment and due to the complexity of the <br />issues involved, it is impossible to ask our legislators <br />to support a specific proposal or to oppose a specific proposal <br />at this time. <br /> <br />As pointed out in our letter to Chairman Boland, we are <br />particularly concerned with the population projection assumptions <br />stated in the Guide which we believe are totally unrealistic; <br />we are concerned with the potential depressing effect on land <br />values in the Community which are likely to occur if the Guide <br />is implemented; we are concerned with the lack of specific ~ <br />proposals for assistance programs; we are concerned with <br />language that appears to recommend agricultural uses in this <br />community which is'totally unrealistic considering the soils <br />and stage of development in the City of Ramsey; we are <br />concerned that the unrealistic assumptions will be used as <br />the basis for decisions regarding the future of the City and <br />costs to be borne by its residents which cannot be realistically <br />controlled by the City within the framework proposed.' <br /> <br />RECOMMENDAT ION' <br /> <br />That the City Council request its legislators to oppose <br />legislation designed to implement the Metropolitan Development <br />Framework, and particularly to oppose arbitrary division of <br />the area into urban and rural service districts, at least until <br />such time as provisions are made through appropriate assistance <br />programs to insure the economic health and stability of transik <br />tional communities like the City of Ramsey and its neighboring <br />units. <br /> <br />BES/smb <br /> <br /> <br />
